As a result of China’s increasingly developed market economy and the improvement of citizens’ living standards,China’s urban framework is expanding,the total number of private cars is also increasing year by year,and the phenomenon of urban public transport congestion is also increasing day by day.However,environmental problems such as pollution are still coming.In order to reduce social and environmental pressure,the Chinese government has successively issued a series of laws and regulations,and put forward the "green travel plan" in 2020.Public transport enterprises should take the opportunity to improve their competitiveness and strengthen their strength.The scientific rationality of performance appraisal system can help enterprises improve their operating ability and market competitiveness.The introduction of balanced Scorecard into the performance appraisal system can better balance the problems between financial and non-financial indexes,so as to achieve higher utilization rate of internal and external factors,which can also promote long-term development of enterprises and sustainable and sound economic growth.In this paper,ZS city bus company as the research object,on the basis of the collection of documents at home and abroad and performance assessments and other research achievements,I use questionnaire survey firstly to investigate and analyze the implementation of the bus company’s current performance appraisal system.It is found that there are some problems in the system,such as the separation of the performance appraisal system from the strategic objectives of the company,the lack of feedback and communication,the insufficient application of the assessment results,the few and difficult quantification of the assessment indicators of the assessment department,and the lack of comprehensiveness of the performance appraisal system Then the company strategy and the enterprise bear the social responsibility combined with four dimensions of balanced scorecard,map corporate strategy,design optimization of the layer division staff layer three levels of performance appraisal system,and using analytic hierarchy process(ahp)to determine the index weight,in order to help solve the problems that exist in the ZS company appraisal system At the same time,it proposes to improve employees’ cognition of performance appraisal,improve the performance salary management system,improve performance appraisal indicators and pay attention to the adjustment of weight,and strengthen the feedback and communication of performance appraisal and other safeguard measures,so that the research results of this paper have certain reference significance for other public transportation enterprises.
