| With the east wind of reform and opening up,China’s urbanization has developed rapidly,the amount of cities who made a significant contribution for the urban construction a lot,however,their social security rights and interests have not been protected accordingly.It has become an important research direction in the field of society to strengthen the construction of social security system and make the achievements of reform and development more equitable and benefit to all the people.Although the old-age insurance for migrant workers has been incorporated into the old-age insurance framework for urban workers,in reality,due to the urban-rural dual system,registered residence system,social and economic development factors and many other factors,migrant workers still do not get the benefits and security they deserve compared with their contributions.This thesis mainly studies the controllable factors of the rural migrant workers’ participation in the the endowment insurance of the rural workers and staff members in J Country Zhejiang Province,it also puts forward countermeasures and suggestions to further improve the the endowment insurance of the rural workers and staff members,so as to provide reference for the old-age security work of migrant workers in Zhejiang Province and even the whole country.This thesis focuses on the following six parts.The first part is the introduction.This part focuses on the background and research significance of the thesis,summarizes the relevant research results at home and abroad in three aspects,and expounds the research content,research methods,existing innovations and deficiencies of the paper.The second part is about the core concepts and theoretical basis.This part introduces three core concepts: migrant workers,aging and he endowment insurance of the rural workers and staff members,as well as four related theories.The third part is the main part of this article,including the third to fifth chapter.The third chapter: the current situation of migrant workers in J County participating in the basic old-age insurance for urban workers,mainly introduce the situation of the economic society,sample survey characteristic and the rural migrant workers’ participation in the the endowment insurance of the rural workers and staff members,issues and so on.Here we list the several situations that exist: The ability of migrant workers to participate in insurance is insufficient,the participation rate of migrant workers is low,and the surrender rate of migrant workers is high.We also conclude the reasons for the situations: The relevant system is not perfect,and it is difficult to transfer insurance continuously;means of government supervision is backward,and the responsibility of relevant government departments is lack;The awareness of insurance participation is weak;Migrant workers have insufficient awareness of the policy of the endowment insurance of the rural workers and staff members policy.The forth chapter: J Country’s migrant workers pension insurance problems and their causes.This patrt makes a detailed analysis of the influencing factors from five aspects: policy formulation,government supervision,handling publicity,enterprise conscience and personal income.The fifth chapter: Perfect the endowment insurance of the rural workers and staff members.In this part,the researcher proposed the appropriate measures,which are: Give better play to the leading role of the government and optimize the top-level design of policies;Improve the handling service level and enhance the trust of the masses;Increase policy publicity and improve the awareness of migrant workers to participate in insurance;Enrich the employment training mechanism and improve the income ability of migrant workers.The sixth part,the sixth chapter of this thesis,is also the conclusion of this thesis,including the summary,deficiency and Prospect of the full text. |
