The report of the 19 th National Congress proposes to "build a strategic model for the coordinated development of large,medium and small cities with urban agglomerations as the mainstay",which means that urban agglomerations will serve as important spatial carriers to promote the flow of resources between regions and form a regional development pattern with complementary advantages and high quality.As one of the carriers for Zhejiang Province to participate in the regional competition and cooperation of the Yangtze River Delta,there are many uncoordinated problems within the Zhejiang Central City Cluster.In order to promote the coordinated development of the Central Zhejiang Urban Agglomeration,the concept of urban agglomeration is clarified,a theoretical framework for the coordinated development of urban agglomerations is formed,and the mechanism of interaction among economic,social,demographic,environmental and resource systems is analyzed,taking the eight districts and counties of the Central Zhejiang Urban Agglomeration as the object of study,based on a comprehensive review and comparison of relevant scientific research results at home and abroad.Secondly,a five-system evaluation index system of economy-societypopulation-environment-resources is constructed for the urban agglomeration in central Zhejiang,based on a comprehensive evaluation system that takes into account both "functionality" and "balance".The evaluation index system is based on a comprehensive evaluation model that takes into account both "functionality" and "equilibrium",and a coupling coordination model that measures the comprehensive development level and coupling coordination of the subsystems of the Central Zhejiang Urban Agglomeration from 2010 to2020 in two dimensions: static and dynamic.Finally,a barrier model is used to identify the influencing factors that hinder the coordinated development of the city cluster in central Zhejiang,and a panel vector autoregressive model is used to reveal the dynamic interaction between the systems.Through the empirical analysis,the following conclusions are drawn:(1)The static and dynamic comprehensive evaluation results consistently show that the economic,social,demographic,resource and environmental strengths of the districts and counties are disparate and unevenly developed.(2)The development process of coordination among counties and cities in the Central Zhejiang Urban Agglomeration is slow and disparate,and the overall degree of coordination is not high,with most areas belonging to barely coordinated and primary coordination.Spatially,the coupling coordination among counties and cities shows a pattern with Jinhua and Yiwu as the main axes,decreasing to the northwest and southeast.(3)The economic,social and resource systems are the main systems hindering the coordinated development of the districts and counties in the Central Zhejiang Urban Agglomeration,with indicators such as per capita water resources possession,per capita park green space,per capita year-end deposit balance of urban and rural residents,index of advanced industrial structure and foreign trade dependency being the most important obstacle factors restricting the coordinated development of the composite system.(4)Long-term stable equilibrium relationships exist among the five systems of economy,society,population,environment and resources in the Central Zhejiang Urban Agglomeration,but each sub-system has the strongest influence on itself,and the interaction between systems is relatively weak.
