Research On The Functional Positioning And Setting Model Of Grain Quality Monitoring Institutions In G Province Under The Background Of Dual Refor

Food quality and safety are the keys to ensuring national food security.In the supervision of food quality and safety,food sampling and testing are the basis;Effective grain quality inspection results are the basis of grain supervision and administrative law enforcement.In order to better carry out grain quality monitoring,the state has authorized the establishment of grain quality monitoring institutions throughout the country,forming a solid grain quality monitoring system.In 2018,China launched a new round of institutional reform,from top to bottom,from the reform of administrative departments to the reform of public institutions.In the general direction of streamlining institutions,coordination and rationality have been continuously rolled out throughout the country in recent years.First of all,the institutional reform of the food system has changed from the reform of the National Food Bureau to the reform of the provincial food bureaus.Secondly,the reform of the grain bureaus of all provinces and the institutions affiliated with the bureaus has been continuously promoted.In the reform,institutions’ function positioning and setting mode have become the key issues.This paper takes the dual reform of administrative departments and institutions as the background,takes the grain quality monitoring organization of G Province as the research object,takes the organizational reform theory,market failure theory,and institutional externality theory as the theoretical basis,and mainly uses the methods of in-depth interview,data analysis and comparative research to study the practical positioning and mode selection of institutional reform of grain quality monitoring organization of G province.Combined with the actual situation of G Province,through a large number of interviews and data analysis,this paper analyzes the current situation of grain quality monitoring institutions under different modes and tries to solve two fundamental problems: first,what is the functional positioning of grain quality monitoring institutions? Second,which setting mode should be selected to reform grain quality monitoring institutions?In practical functional positioning research,this paper finds out the controversial points of the functional positioning of grain quality monitoring institutions,analyzes the causes of the disputes,and finally obtains the due functional positioning.In terms of setting mode research,this paper constructs the internal framework of grain quality monitoring institutions,compares the two setting modes,and explores the selection logic of different setting modes.At the same time,this paper also analyzes the specific situation of the two setting modes in G Province,finds out the existing problems,and puts forward feasible and effective optimization suggestions.
