Since the reform and opening up more than 40 years ago,China’s economy and society have developed rapidly.At present,China’s economic aggregate ranks second in the world,and it is the world’s second largest economy and largest industrial country.Although China was hit by the epidemic in 2020,it has become the only country in the world with positive economic growth.Among them,the rapid development of industry has made a huge contribution to the development of the national economy,but this development relies too much on energy input and is inefficient,and it also brings problems of resource consumption and environmental pollution.The 2020 Zhonghe Comprehensive Report shows that the energy consumption per unit of industrial added value in my country is 5-8 times that of developed countries,and the energy consumption per unit of GDP is 1.5 times that of the world average.At the National Two Sessions in 2022,the government work report pointed out that it is necessary to speed up the transformation of the development mode,and not to engage in extensive development.Practice has proved that the simple and extensive development method in the past is not desirable.In order to promote high-quality economic development,the industry must transform the traditional development method.In order to maintain economic growth,it can reduce excessive dependence on resources,damage to the natural environment and energy consumption per unit of output,which requires green development and industrial green transformation.The study found that technological progress is an important force in promoting industrial green transformation,while there are few literatures on the effect of directed technical change on industrial green transformation.Most of them analyze a certain aspect of industrial green transformation,and are less comprehensive.Under the current background,this paper firstly explores the impact of directed technical change on industrial green transformation by sorting out the relevant research of domestic and foreign scholars.Secondly,it analyzes the mechanism of industrial green transformation and the framework of how directed technical change affects industrial green transformation.Thirdly,the technical progress bias and industrial green transformation of 34 industrial industries are measured and calculated,and descriptive statistical analysis is carried out on the results.Finally,using the data of 34 industrial sectors from 2002 to 2019,the impact of directed technical change on industrial green transformation is further tested through empirical evidence,and the impact under different competitive conditions and different suitability conditions is analyzed.The conclusions of this paper are:(1)From the perspective of directed technical change,industrial technological progress as a whole shows the characteristics of bias,and there are certain differences in the degree of bias of technological progress in different industries;Labor-biased toward capital-saving trends toward labor-saving shifts.(2)From the perspective of industrial green transformation,the contribution rate value(ATY)of different industries and the industrial green transformation index show different characteristics.Most of the relatively small industries of the two are heavy chemical industries,and the green transformation process of different industries has different characteristics.big difference.(3)From the perspective of the impact of directed technical change on industrial green transformation,for all industrial sectors,directed technical change is conducive to promoting industrial green transformation.From the perspective of different industry types,the directed technical change of the light industry has a greater effect on promoting the green transformation of the industry;from the perspective of different competitive conditions,the stronger the industry competitiveness,the more obvious the promotion effect of the directed technical change.From the perspective of different suitability conditions,the preferential technological progress of suitable industry groups can promote industrial green transformation,while for unsuitable industry groups,preferential technological progress has an inhibitory effect on industrial green transformation.Based on the above conclusions,this paper gives the following policy suggestions:(1)According to the directed technical change characteristics of different industries,formulate different green transition policies.For heavy industries whose technological progress is biased towards capital,the government should,on the one hand,formulate stricter standards for energy conservation and emission reduction;on the other hand,it should also increase technical subsidies,incentives or formulate a mechanism for reducing taxes and fees;for light industries whose technological progress is biased towards labor On the one hand,the enterprise itself should improve the technical level and technological innovation ability of the industry;on the other hand,the government should further create a good business environment.(2)According to the relationship between technological progress bias and factor endowment structure,select an appropriate technological progress path.Enterprises themselves should continue to deepen the adjustment of factor structure and further enhance the ability of sustainable independent innovation.When introducing technology,the government should choose a country with a similar factor endowment structure to my country’s industrial industries,and formulate relevant industrial policies based on the current situation of my country’s industrial economy and technological development,and based on the factor endowment structure and comparative advantages of different industries.(3)Further deepen the market-oriented reform of state-owned enterprises and weaken government intervention.The reform of state-owned enterprises should be accelerated,the proportion of non-state-owned assets should be increased,and the entry of non-state-owned capital should be encouraged,improved and optimized.At the same time,the government should speed up the elimination of backward and low-end production capacity,promote technological upgrading,and guide enterprises to carry out green industrial transformation.(4)Enhance scientific research and innovation ability and improve human capital level.On the one hand,enterprises should reduce their dependence on technology introduction and technology imitation,and improve their independent innovation capabilities.At the same time,improve the talent training mechanism and talent guarantee mechanism.
