As a developing country,agriculture is the foundation of China’s economic development,the basis of security and people,and the key to governance.In 2018,the No.1 Document of the CPC Central Committee proposed for the first time to accelerate the construction of a modern agricultural production system and improve agricultural total factor productivity.At present,China’s economic and social development task is arduous,domestic and international market competition is increasingly intensified,improve the quality of agricultural development,to achieve green and efficient agricultural production,is an important goal of China’s agricultural development under the new normal.As a big agricultural province in China,Anhui Province has achieved many new highs in grain output and fruitful achievements in agriculture,rural areas and farmers in recent years.However,the agricultural production of Anhui Province still faces many problems,such as low utilization rate of agricultural resources,decrease of cultivated land area,decrease of grain income and low comprehensive quality of agricultural producers.Agricultural economic growth can not only rely on the continuous increase of production input factors,Anhui Province "14th five-year plan" is proposed to "enhance the comprehensive agricultural production capacity of Anhui Province,achieve the reduction of inputs,clean production,waste resources,ecological industrial model" requirements.Improving agricultural total factor productivity,innovating agricultural economic growth model and promoting high-quality agricultural development are the urgent problems to be solved in realizing agricultural modernization development in Anhui Province.Based on the total factor productivity theory as the theoretical framework,DEA-Malmquist index analysis and panel data model as the empirical basis,combined with economic growth theory,scale economy theory and human capital theory and other principles,Anhui agricultural input-output efficiency level and influencing factors are studied.Firstly,this paper uses the input-output data related to agricultural production in Anhui Province from 2005 to 2020,and uses DEA-Malmquist index method to measure and analyze the changes of agricultural total factor productivity in Anhui Province and 16 cities from 2005 to 2020.Secondly,the development trend of agricultural total factor productivity among 16 cities in Anhui Province was analyzed by using σ convergence andβ convergence function models.Finally,the regression model of influencing factors of agricultural total factor productivity in Anhui Province was constructed,and the degree of influence of selected variables on agricultural total factor productivity in Anhui Province was studied,and the regression results were analyzed.The results show that:(1)During the study period,the agricultural total factor productivity of Anhui Province shows an overall growth trend,and the growth mainly comes from agricultural technological progress,while the improvement effect of agricultural technical efficiency is relatively limited;(2)Second,the gap of agricultural total factor productivity in different cities of Anhui Province is large,and presents an expanding trend;(3)Human capital,financial support for agriculture policy,farmers’ income level and infrastructure construction have a positive impact on agricultural total factor productivity,while urbanization rate has a negative impact on agricultural total factor productivity in Anhui Province.In view of the above analysis results,this paper puts forward some suggestions,such as promoting agricultural technology progress,perfecting agricultural frontier technology extension system,improving the infrastructure level in rural areas,adopting diversified development strategy and strengthening human capital investment.
