Safety is the perpetual theme of Chinese railway industry.With the rapid development of China ’ s railway,China ’ s railway industry has attracted worldwide attention,and has always attracted the attention of international markets,safety supervision and public opinion.As the carrier of railway transportation,the importance of the safety performance of railway equipment is becoming increasingly important.After the safety accident of ’ 7 · 23 ’Ningbo-Wenzhou high-speed railway in 2011,the original Ministry of Railways of China adopts the working philiosophy of promoting development with safety,taking all operations and production activities as the starting point,and ensuring the safety of passengers and employees as the bottom line,red line and lifeline of enterprises.The concept and focus of safety management have gradually changed from post-accident emergency disposal to pre-accident management of potential safety hazards,and finally to advanced prevention of safety accidents,namely,prevention and control of safety risks.As the guarantee organization of railway traffic equipment,the safety management of railway vehicle repair enterprises is related to the safety of life and property of the majority of passengers and employees.It is necessary to pay more attention to the prevention and control of safety risks and stifle the incentives causing accidents in the cradle.This paper takes a railway high-tech repair enterprise,L railway vehicle repair company,as an example to investigate and study the safety risk prevention and control problems existing in the enterprise by establishing an expert group.Then design safety risk precaution and control optimization plan for the existing problems.The qualitative and quantitative analysis methods of safety risk were used,and the LEC-FTA comprehensive analysis and evaluation model was designed based on the hazard analysis of working conditions(LEC)and fault tree analysis(FTA).The safety risk identification and evaluation of the whole production and operation process of L railway vehicle repair and construction company were carried out,and the grassroots incentives and importance that affect the outbreak of safety risk were found.Based on this,the effective measures for preventing and controlling safety risk at the minimum cost were proposed,and the optimization flow of the whole prevention and control measures was institutionalized.Finally,the implementation of the optimization scheme of safety risk prevention and control measures is put forward to ensure effective enforcement of research findings.The conclusion of this paper is to identify,evaluate and analyze the safety risks existing in the production and operation process of L railway vehicle repair and construction company by using LEC-FTA comprehensive analysis method.On this basis,it is scientific and effective to formulate optimization measures to prevent and control safety risks.It can obviously prevent safety accidents in advance,reduce the company’s financial losses,guarantee the safety of passengers and employees ’ lives and property,and has universal operational significance for the safety risk management of national railway vehicle repair and construction enterprises.
