Research On Government Operation Supervision Of Tianjin Rail Transit Project Under PPP Mode

Recent years,with the continuous improvement of urbanization and living facilities in China,the public demand for public transport is increasing,which leads to the increasing contradiction of insufficient public transport facilities.As the core construction project of urban public transport,subway has always been valued by local governments.Nowadays,urban rail transit PPP projects have gradually sprung up and put into operation.At the beginning of the development period of urban rail transit PPP projects,the entrusted operation mode formed,considering the operation experience of social capital,personnel reserve and other reasons.The commercialization of PPP projects,the transformation of subway from private goods to public goods and government responsibilities require the Chinese government to reasonably and comprehensively monitor subway PPP projects according to the trend of China’s urban transportation,so as to meet the requirements of developing rail transit.The research methods used in this paper include literature research method and project investigation method.The entrusted operation modes of urban rail transit PPP project are introduced by classification,and compared and analyzed from different angles such as entrusted scope and system,so as to summarize the characteristics of different entrusted operation modes.At the same time,this paper summarizes the standardized decision-making,procurement process and information application of the entrusted operation mode,and describes the key business management and performance appraisal,asset under the entrusted operation mode.Finally,it focuses on the specific application case of the entrusted operation mode in the south section of Tianjin Metro Line 4.The entrusted operation mode of Urban Rail Transit under PPP mode is deeply studied,analyzed and summarized from the above different aspects.By reading a large number of government supervision documents,this paper investigates the development status of Tianjin Metro PPP project.The PPP mode government supervision can be divided into two stages: construction stage and operation stage.Supervision mainly includes three aspects: supervision subject,supervision system and supervision mode.Based on the analysis,this paper reasonably puts forward suggestions on the government supervision of Tianjin PPP project,solves the supervision problems of Tianjin PPP project effectively,and proposes some thoughts on how to effectively solve the supervision on Tianjin Rail Transit PPP project.Through the research on the government supervision of Tianjin Metro PPP project,it can be seen that although the implementation of Metro PPP project can be divided into two stages,it is essentially an inseparable overall supervision process.Therefore,at this stage,a large number of subway PPP project contracts adopt the parallel supervision mode of "party A-1" and "party A-2",which integrates the construction and operation,and achieves the win-win goal of the government and social capital.The governments must be "collaborators".Strengthening the supervision at the operation stage of the project is the focus of PPP project supervision,which can effectively promote the standardization of PPP metro project,so as to provide convenience for people’s travel with high-quality services.
