Abstract/Summary:
In order to expand the scale of development,state-owned enterprise groups may establish subsidiaries to grow their business,expand their market share in different regions,and further enhance their market influence to achieve long-term development goals.While the management and control mode of the group company over its subsidiaries is a top priority,especially for state-owned enterprises in the course of reform and development,it is necessary for them to explore a feasible group management and control mode according to their own attributes and development needs.There is some disconnection between traditional management and control mode and the current development stage and from the perspective of management,there are not many research references on the control of state-owned enterprise groups,and even fewer on the internal control of local government investment and financing platforms,which is difficult to provide strong guidance for the transformation,reform,and development of state-owned companies in second and third-tier cities in China.In the course of practical research,this thesis combines theoretical analysis with case analysis and takes XS Group,a local government investment and financing platform in Xuzhou,the central city of Huaihai Economic Zone,as the main case study to explore the actual situation of the group’s control over its subsidiaries.The possible problems are analyzed from different dimensions,and the main causes of these problems are sorted out.In combination with the strategic goals of the development of the group,reasonable adjustments are made to explore a more feasible management and control mode and create good conditions for the expansion of the scale of state-owned enterprises.The main framework of this thesis mainly touches upon six different parts.The first part mainly describes the background environment of this thesis and the significance of the existence of this subject and introduces the main content,methods,and main design ideas of this thesis;The second part introduces the basic situation of the group and analyzes the internal and external environment of the group;The third part is based on the research and analysis of the current situation of strategic management and control of XS Group in this thesis.Through literature research,questionnaires,in-depth interviews,comparative research,and other methods,the deficiencies of the corresponding strategic management and control system of XS Group and the possible corresponding causes are obtained;The fourth part puts forward specific suggestions for the optimization of the management and control mode.Through the analytic hierarchy process,an evaluation Mode of the influencing factors of the management and control mode of XS Group parent and subsidiary companies is constructed,and the selection scheme and implementation plan of XS Group management and control mode are formulated;The fifth part,combined with the actual situation of XS Group,presents the XS Group control and guarantee strategy;The sixth part is the conclusion and prospect based on the research.
