Benefit Evaluation And Management Countermeasures Of Land Comprehensive Consolidation In Xiaze Village,Cangnan County

Under the guidance of territorial space planning,multi-departments participate in multi-factor governance,which can effectively solve the problems of "rural farmland fragmentation,spatial layout disorder,inefficient land resource utilization,ecological quality degradation" and so on.We will promote the protection of cultivated land and the economical and intensive use of land by coordinating agricultural land,inefficient construction land and ecological protection and restoration,realize large-scale agricultural production through land transfer,and promote the integrated development of primary,secondary and tertiary industries in rural areas.This paper discusses the public management process of comprehensive land consolidation,evaluates the comprehensive benefits of consolidation,and puts forward management countermeasures for the problems existing in the process of project implementation.In this paper,using literature study,the land management and global land at home and abroad and the research of the comprehensive improvement of comb summary,was introduced in this paper,based on the research content,through case analysis,in Cangnan County Xiaze Village global land comprehensive improvement project as an example,further explore the whole domain of land comprehensive improvement of work process and actual results,To provide real evidence support to the theoretical basis of the whole paper,to achieve the purpose of research.In this paper,12 indicators are selected from three aspects of economic benefit,social benefit and ecological benefit to evaluate the results of land consolidation by referring to relevant literature and combining with the actual situation of comprehensive land consolidation in Xiaze Village.The criterion layer and the weight of each index were determined by Analytic Hierarchy Process(AHP),and the single factor index evaluation of economic benefit,social benefit and ecological benefit was carried out by fuzzy comprehensive evaluation method combined with expert scoring method,and the single factor index evaluation results were obtained.Finally,the comprehensive benefit evaluation was carried out.The research shows that the comprehensive benefit of Xiaze Village comprehensive land consolidation project is excellent,the project has improved farmers’ income economically,obtained the urban development land index,strengthened the collective economy,increased the government’s financial revenue;In terms of social benefits,it has promoted the protection of cultivated land,improved agricultural production conditions and improved the living environment of villagers.Ecological benefits to create a beautiful countryside,beautify the village appearance.The study found that global land comprehensive improvement in Cangnan County planning and design,management system,the villagers’ participation and project implementation of the four aspects there are design changes frequently,ignore long-term benefit is insufficient,lack of professional personnel,department coordination,villagers’ participation willingness is not strong,the villagers’ participation is not deep,shortage of funds,poor quality of engineering,engineering delay problems,The root causes of these problems lie in the incomplete policy system,unclear planning guidance,imperfect management system,insufficient publicity and guidance,different interest subjects’ preferences,and insufficient financing channels.Therefore,management countermeasures are put forward in six aspects,including perfecting laws and regulations,perfecting management system,attaching importance to planning and design,strengthening public participation and strengthening financial guarantee,hoping to promote the improvement of the implementation effect of comprehensive land consolidation in the whole region.
