China’sfarmer professional cooperatives developed rapidly after the formal legislation in 2007.At first,they mainly imitated and borrowed from Western experience.After more than ten years of development,some problems were exposed,and some regulations were no longer suitable for reality.The Cooperative Law has been revised and the supporting laws and regulations have been improved.The establishment of farmers’ professional cooperatives marked the transformation of China’s rural agricultural production system.From small-scale farming to mechanized and intensive modern agricultural development,the advantages are high production efficiency,larger production scale,better ability to meet customer needs,and market operation.law.The development and evolution of farmers’ professional cooperatives is an effective measure to reverse the underdevelopment of the economy in rural areas.Land resources have been concentrated,government support has been obtained,a certain market share has been occupied,the allocation of resource elements has become more flexible,and the rural per capita annual income has also increased with the benefits of cooperatives.The increase in surplus is increasing year by year.Therefore,it is of great significance to continuously regulate the management of cooperatives,especially the optimization of surplus distribution.Baigailiang Village in Yuyang District is a mountainous village in northern Shaanxi.With the process of urbanization,it is facing the loss of agricultural population and land abandonment.As Yuyang District implements the reform of the rural collective property rights system,farmers’ professional cooperatives gradually undertake the development of collective economy.Functions.The Baigailiang planting farmers’ professional cooperative has completed the "three changes" reform,and the relevant assets have been converted into shares and quantified.Currently,there are 1,131 registered shareholders,with a total holding of 2,223 shares,1106 population shares,accounting for 49.8%,land shares 1,037 shares,accounting for 46.6%,and capital shares 80 shares,accounting for 3.6%.With enterprises,large growers,and farmers through joint ventures,it can complement each other’s advantages and link interests.However,there are some problems in operation,especially in terms of surplus distribution.One is that government departments need to be strengthened in policy formulation and support measures that are targeted and operational;second,in terms of surplus distribution,there are loopholes in various links,and ordinary members may encroach on collective interests;third,in internal management,it is targeted at management Those who are not paid,the initiative of ordinary members is not high,and there is no corresponding incentive mechanism.Through field visits,questionnaire surveys and other methods,the development status and surplus distribution of the Baigailiang planting farmers’ professional cooperatives were analyzed and summarized.Based on the actual situation,the countermeasures for perfecting the surplus distribution of the pine and cypress gailiang planting farmers’ professional cooperatives were put forward.In particular,focusing on incentive factors,through comprehensive analysis of the participation,importance,and contribution of members of the cooperative,combined with the level of earnings,improve the earnings optimization plan,encourage managers,members,etc.to actively participate in the affairs of the cooperative,and provide suggestions for the development of the cooperative,Contribute.Finally,safeguard measures are put forward,focusing on government-level supervision,clarifying the scope of supervision,strengthening supervisory personnel,and improving the supervision system;focusing on internal management,raising the quality of members,regulating the use of funds,and reasonable allocation procedures;focusing on institutional mechanisms Construction,proposed to improve the risk-sharing mechanism,the benefit-linking mechanism,and the financial management system.
