Research On Development Quality Evaluation And Promotion Path Of Jiangsu Intellectual Property Service Industry

With the transformation and upgrading of regional economic structure empowered by knowledge economy,intellectual property has become a strategic core resource that affects international competitiveness and regional economic development.It is inevitable to build and improve the intellectual property service industry,which is carried by the creation,application,protection and management of independent intellectual property.The National Intellectual Property Protection and Application Plan of the 14 th Five-Year Plan will be released in 2021,which clearly points out the main goal of China’s intellectual property service in the development stage of the 14 th Five-year Plan,namely,by 2025,China’s intellectual property service industry will reach a new level of development in many fields.Such as the degree of perfection of the public service system of intellectual property,the degree of specialization of commercial service institutions,and the scope of benefits of innovative service achievements of intellectual property;In the same year,the "14th Five-year" Intellectual Property Development Plan of Jiangsu Province was released,covering a number of specific measures to improve the quality of intellectual property services in Jiangsu Province.For example,several public service platforms for intellectual property providing comprehensive and high-quality services,several large-scale and professional intellectual property commercialization service institutions and several high-end and high-quality intellectual property service products have been established.In this context,Jiangsu province not only attaches importance to expanding the development scale of intellectual property service industry,but also pays more attention to improving the development quality of intellectual property service industry.Therefore,this article from the perspective of industrial development,in order to evaluate quality of intellectual property service industry development in Jiangsu province as the main purpose,in order to dig out the targeted improve intellectual property service industry development in Jiangsu province quality of concrete path,and thus helps intellectual property service industry of Jiangsu province high quality development,accelerate the realization of the cross of Jiangsu province to the strong province of intellectual property rights.First comb the related literature at home and abroad,the paper expounds the industrial structure theory,industrial competitiveness theory,input-output theory and industry development stage theory,introduces the quality evaluation method of industrial development,define the concept,classification and characteristics of intellectual property services,and detailed analysis of the intellectual property services quality the content of the composition and characteristics.Secondly,the overall development quality and problems of intellectual property service industry in Jiangsu province are analyzed in detail.Then,the evaluation system of regional development quality of intellectual property service industry is constructed,and the influencing factors of development quality of intellectual property service industry are explored based on the theory of industrial structure and the industrial characteristics and development rules of intellectual property service industry.The evaluation indexes are further determined,and the weight of indexes is determined by analytic hierarchy process.Then,an empirical analysis is made on the development quality of intellectual property service industry in Jiangsu Province.Nine provinces and cities such as Beijing,Shanghai and Guangdong are selected as horizontal comparison objects in Jiangsu Province.The relative closeness degree of development quality of intellectual property service industry in each region is obtained through TOPSIS evaluation model,and the development grade of each region is identified.Dig out the weak links of intellectual property service industry in Jiangsu province and analyze the reasons behind them.Finally,according to the evaluation results,the specific path to improve the development quality of intellectual property service industry in Jiangsu province is summarized.
