Over the past30years since the reform and opening-up of1979,China’s economydeveloped rapidly and made remarkable achivements.However,the development of ourcountry also paid a high price,because the splendor relys on the basis of the growth model thatfocus on high investment, high consumption, high pollution.Along with the exploitation ofnational resources and the construction of energy sources heavy chemical base, the economicdevelopment of Shaanxi province society steps into the fast lane. But along with high-speedeconomic growth, the inefficient use of resources, environmental pollution problems began tohighlight.This paper uses Material Flow Analysis and DEA method to research theenvironmental total factor productivity of Shaanxi province,tries to reveal its realdevelopment of the economy and environment system,it has theoretical and practical value forimprove Shaanxi’s economic growth level and reduce the environmental impact.First,I use Material Flow Analysis method analyse the material flow status of Shaanxiprovince and Shanbei,Guanzhong,Shannan areas since the Western Development Drive,gettheir natural material input and material output index and combine them with GDP,populationto calculate their’s material productive forces, material input and output intensity index.Thenthe material input,material output index will be introduced into the total factor productivityframework that based on DEA, make emissions of pollutants as the expected output toestimate the traditional total factor productivity that does consider the environmental impactand the environmental total factor productivity that consider the environmental impact.Through the analysis, this paper mainly got the following conclusions:(1)From the year2000to2009,the direct material input(DMI) of Shaanxi had a rapid growth,the fossil fuel hadthe fastest growth,Shanbei’s DMI grew the fastest.In addtion, the economic development ofShaanxi province mainly depends on local resources.(2)Shanan’s matirial productive forceshad the hignest level,Guanzhong was the second,both of them were above the average ofShaanxi.Although Shanbei area had the most rapid economic growth,but it based on a largeamount of material input,its material productivity was the lowest.(3)The per capita materialinput and output of Shaanxi were on the rise,Guanzhong,Shannan’s per capita material input levels are below the average level of Shaanxi and rising quietly,Shanbei has the mostabundant per capita natural resources.Guanzhong,Shanbei’s per capita material output arehigher than the average level of Shaanxi,Shannan is lower than the average.(4)Whenenvironmental impact wasn’t be considered(Case1),Shanbei area’s TFP index was far higherthan Guanzhong and Shannan areas;When environmental imppact was considered(Case2),Shanbei and Guanzhong’s environmental TFP dropped relative to the traditional TFP ofCase1,only Shannan’s environmental TFP was higher than its traditional TFP.(5)An area’senvironmental and traditional TFP have obvious difference,the traditional TFP mayunderestimate or overestimate its real productivity level,introduce the environmental factorsinto the research scope may gain more comprehensive and accurate measure of the results.
