Since China entered the new economic normal,China’s economic development mode has changed from extensive development to highquality development.Innovation has replaced traditional production factors as my country’s first development force and core driving force,and has become an important symbol of regional Competitiveness.Local governments have promoted the growth of my country’s economy and gathered resources for scientific and technological innovation,playing an important role in the regional innovation system.The internal force between the government,economic development and technological innovation has always been a hot topic of discussion in all sectors of society.The reason is that my country is a dual background of fiscal decentralization and political centralization.In the face of the "political promotion tournament",how will local governments make decisions on fiscal expenditures? With the in-depth implementation of the innovation-driven development strategy,how will the local government respond to the technological innovation areas highlighted by the central government with strong spillovers,long investment return cycles and high risks?In order to answer these questions and clarify the logical relationship and influence mechanism between fiscal decentralization and regional innovation,this paper conducts theoretical construction,status analysis and empirical analysis.Based on the panel data of 293 cities from 1994 to 2020,this paper constructs a variety of models to test the relationship between fiscal decentralization and regional innovation capabilities,and conducts heterogeneity analysis from both time and space perspectives.Before 2007 and after 2007,it was divided into eight comprehensive economic zones and six national-level urban agglomerations in space.The results show:(1)From 1994 to 2020,fiscal decentralization has a significant inhibiting effect on national regional innovation capacity.(2)From the perspective of marginal effect,the effect of fiscal decentralization on regional innovation capability presents a J-shaped trend from inhibition to promotion.(3)From the perspective of the impact path,fiscal decentralization will indirectly promote regional innovation capacity by promoting local fiscal expenditure on science and technology across the country.(4)Taking 2007 as the boundary,the impact of fiscal decentralization on regional innovation capacity has time heterogeneity.(5)From the perspective of geographical location and urban agglomeration,the impact of fiscal decentralization on regional innovation capability has obvious spatial heterogeneity. |
