| As a pillar industry of China’s national economy,construction industry has contributed a lot to the development of national economy and the promotion of international influence.In recent years,there are a little room for the traditional construction industry to gain competitive advantage relying on the low cost of labor and materials,and the extensive development mode,which focuses on speed,light quality,high energy consumption and low energy efficiency,can not continue.The characteristics of "big but not strong" construction industry are more obvious.In 2020,the Ministry of Housing and urban-rural development and other departments on accelerating the development of industrialization of new construction clearly put forward the integration of the entire project industry chain,value chain and innovation chain.Against the background of the new round of Information Technology Revolution,economic de-globalization and the world’s unprecedented changes in a century,it is the key to construct the high-quality development system of the construction industry exploring how to build the“three chains”compound system of symbiosis and cooperation.Therefore,appropriate theories and methods should be chosen to clarify the connotation of industry chain,innovation chain and value chain within the construction industry system,explore the mechanism and efficiency of the coordinated development of the "three chains",and put forward pertinent countermeasures and suggestions in this paper.The above is of great theoretical and practical significance to break the development predicament and realizing the transformation and upgrading of the construction industry.First of all,combining the synergetic theory,the system theory,the theories of three chains and literature review,this paper clarifies the connotation of construction industry chain,innovation chain,value chain and "three chains" coordinated development.Then,the mechanism of "three chains" coordinated development is comprehensively and scientifically analyzed from three aspects: the basic conditions,the internal and external dynamics,and the evolution law.It is considered that the "three chains" cooperation is a process of transforming from low-level to high-level by taking industry chain as the main body,innovation chain as the motive force and value chain as the goal.On this basis,an index system including 3 levels and 22 bottom level indexes is constructed to measure the effect of "three chains" coordinated development in Beijing-Tianjin-Hebei construction industry,and the key indexes are preliminarily identified.Further integrate the Coordination Degree Model of Composite Systems,Super-Efficiency DEA Model and Quadrant Graph Model to evaluate the effect and efficiency of the "three chains" coordinated development of Beijing-Tianjin-Hebei construction industry from a comprehensive quantitative and qualitative perspective,and accurately reflect the coordinated development level of the "three chains" of the BeijingTianjin-Hebei construction industry.By comparing and analyzing the "three chains" coordinated development of construction industry in Beijing,Tianjin and Hebei as well as the whole from different levels and angles as the order degree of the subsystem,the "double chains" and "three chains" coordinated effect and coordinated efficiency.It is found that:(1)From the perspective of effect,the industry chain is the key sub-system that restricts the coordinated development of the “three chains” of Beijing-Tianjin-Hebei construction industry.Due to the strong driving effect of the innovation chain,the innovation chain and the value chain show a good coordinated effect.(2)From the angle of efficiency,the coordinated efficiency of industry chain and value chain is the worst,and the scale efficiency is the key to the comprehensive efficiency(3)To sum up,the "three chains" coordinated development of the construction industry in Beijing-Tianjin-Hebei basically follows the path of improving efficiency after effect,but it is relatively difficult to further improve the effect of coordinated development of "three chains".(4)Regionally,the coordinated development level of the "three chains" shows that Beijing takes the lead,and Tianjin and Hebei have their own advantages.The coordinated development effect of Beijing and Tianjin should be further improved,while the efficiency crisis of the coordinated development should be solved first in Hebei province.(5)The coordinated Development of the Beijing-Tianjin-Hebei Region has a significant positive effect on the promotion of “three chains” coordinated development effect and efficiency of Beijing-Tianjin-Hebei construction industry.In the light of the above conclusions,this paper puts forward three optimization strategies to improve the coordinated development of the "three chains" : Firstly,an institutional mechanism should be set up scientifically to create a coordinated development environment of the "three chains";Secondly the differentiated development strategy should be implement to promote the process of the "three chains" coordinated development;Finally,the short board of the chain should be break through to tamp the foundation of "three chains" cooperative development. |
