Research On Patent Value Evaluation Based On Decision Scenario

At present,China has entered the critical period of building an innovation-oriented country.Creating and mastering core intellectual property rights is not only the driving force of China’s high-quality economic development and transformation,but also a sharp tool to participate in international competition and cooperation.As one of the three major intellectual property rights,patent right presents diversity of decision-making scenarios and needs in economic activities.Different decision-making scenarios involving subjects,the underlying nature and decision-making needs may be different,different assets evaluation purpose,and the value of the patent value evaluation type,the evaluation assumptions,assessment methods and assessment are differences in the parameters selection,eventually led to the evaluation results are different,need to pay attention to in the patent value evaluation of these potential difference and impact.Patent value evaluation system,perfect the decision-making scenarios patent value evaluation theory system and assessment plan,to standardize the patent value evaluation activities,improve the evaluation result is scientific and convincing is of great significance,at the same time,help strengthen the patent protection,activate the patent right trading market,and create a good environment for the innovation investment.This thesis analyzes the influence of different decision-making scenarios on the process and results of asset evaluation from the perspective of patent right evaluation decision-making scenarios,and gives some thoughts on improving the patent right value evaluation system.First of all,the thesis takes the patent value evaluation as the object and analyzes the characteristics of different decision-making scenarios.Secondly,based on the characteristics of each decision-making scenario,the differences in value type determination,evaluation hypothesis setting and evaluation method selection of patent value evaluation under different scenarios are studied.At the same time,taking the revenue method to evaluate the value of patent rights as an example,the similarities and differences in the selection of key parameters under different scenarios are analyzed.For example,in the aspect of evaluation hypothesis,different scenarios are set at the level of internal hypothesis;In terms of the selection of key parameters of return method,the differential selection methods of risk return rate under different scenarios are analyzed.Finally,a case study is carried out to compare the difference of value evaluation of patent right under two different scenarios of transfer and pledge financing,and to illustrate the influence of decision-making scenarios on the value evaluation of patent right.This thesis studies the difference of patent value evaluation based on different decision-making scenarios,which has important application value for perfecting patent value evaluation system.By improving the scientificity and rationality of the evaluation process and the consistency and comparability of the evaluation conclusions,the decision reference value of the evaluation results can be enhanced and better serve the parties involved in the patent value evaluation business.
