Research On The Practical Dilemma And Solution Of The Reform Of Enterprise Investment Project Commitment System In L Economic Development Zone Of Shanxi Province

In order to further deepen the reform of the investment and financing system and comprehensively transform government functions,since the 18 th National Congress of the Communist Party of the key measures which are streamlining administration,delegating power,improving regulation and upgrading services,through the pilot exploration in Shanxi,Zhejiang and other palaces,have achieved certain experience and results in system formulation,policy implementation,and service methods.After 4 years of continuous practice and exploration in Shanxi Province L Economic Development Zone which is one of the first pilots in the province to carry out the reform of the business-invested project commitment system,while the reform has achieved initial results,the difficulties have gradually emerged.Through investigation and research,it is found that there are some difficulties in L Economic Development Zone in the 4 years of promoting the reform of the business-invested project commitment system.They mainly include reform involving many departments,difficulty in cooperation,long and difficult for the government to promote unified services,unreasonable composition of departmental personnel,frequent occurrence of enterprises not fulfilling their commitments and failure of government departments to implement supervision during and after the event.By the research,it is concluded that the underlying causes are that in the process of promoting the commitment system for business-invested project,the L Economic Development Zone has shortcomings and unreasonable places in the establishing system,synergy mechanism,dynamic mechanism and the construction of credit platform.By learning from the advanced experience and practices of the reform of the two prefecture-level development zones of Lanzhou New Area and China-Singapore Tianjin Eco-city,and countermeasures and suggestions are put forward in view of the current difficulties in the enterprise project commitment system of L Economic Development Zone.It is proposed to improve the related system of the commitment system,clarify the full responsibility and division of labor of territories and departments,strengthen the comprehensive construction of the credit platform,comprehensively strengthen the team building and optimize the enterprise commitment system.
