| The goal of "Emission Peak" before 2030 and "Carbon Neutrality" before 2060 is proposed,which marks that China has paid more attention to and taken measures to the environmental problems caused by carbon dioxide emissions.The launch of the carbon emission trading market in pilot areas in 2013,the official opening of the national carbon emission trading market in July 2021.Today,it is still in the early stage of opening.The 19 th National Congress of the Communist Party of China put forward that sustainable development should be promoted simultaneously by maintaining the environment and economy,which has become an important driving force for the development and improvement of the carbon emission trading market.As an important indicator of ecological civilization construction and sustainable economic and social development,it is necessary to deeply discuss whether green development efficiency can be effectively improved in the process of improving the carbon emission trading market,and related issues between carbon emission trading policy and green development efficiency.Therefore,based on the background of practical problems and economic theory,this paper empirically studies the effects and paths of carbon emission trading policies on green development efficiency in pilot areas,providing empirical evidence and guidance for the promotion of the national carbon emission trading market,so as to better improve the environmental dividend brought by carbon emission trading policies.The specific research contents are as follows:First of all,in this paper,the efficiency of green development in 2003-2019national(not including Tibet,Hong Kong,Macao and Taiwan)30 provinces(cities,districts)are measured by Super-efficient SBM model with undesired outputs,the results show that the green development efficiency in China’s 13 provinces such as Beijing,Shanghai,Guangdong,fluctuated upward trend,Jilin and other four provinces showed a U-shaped trend of decline first and then rise;The remaining 13 provinces,including Heilongjiang,Liaoning and Hebei,showed a trend of fluctuation and decline.There was a large difference in green development efficiency in each region,and there was regional heterogeneity,which indicated that China’s green development was not balanced and lacked stability.Secondly,in order to investigate carbon emissions trading policy impact on the efficiency of the green development,based on the HCW method,this paper synthesized the "counterfactual" results of green development efficiency in the pilot area through the model,and compared them with the real value,and found that carbon emission trading policy greatly promoted the improvement of green development efficiency in the pilot area.Furthermore,this paper adopts the Difference-in-Difference method(DID)to test the robustness of the policy effect of carbon emission right trading,and the empirical results are consistent with the above,which again verifies that carbon emission right trading policy has an obvious promoting effect on the efficiency of green development in China.Finally,this paper adopts the mediating effects model to study the influence path of carbon emission trading policy on green development efficiency,and tests the industrial structure,energy structure and green technology innovation as the intermediary variables respectively.Test results showed that the industrial structure,energy structure,the green technology innovation in the carbon emissions trading policy impact on the efficiency of the green development are significant positive mediation effect,namely through the upgrade of industrial structure,energy structure,the green technology innovation,the carbon emissions trading policy can improve the efficiency of green development in the region.Based on the research conclusion of the impact of carbon emission trading policies on green development efficiency,put forward the following policy recommendations: First,the government should set up carbon emission trading policies according to local conditions,and give full play to the government’s coordination effect of carbon emissions trading market.Second,the government should promote the application of clean energy,encourage the innovation of green technology,and promote the application of green technology.Third,strengthen regional cooperation,break the limitation of regional division,promote the coordinated development of regional economy and environment,and promote the simultaneous improvement of green development efficiency of each region. |
