Research On Performance Audit Of Local Government Investment And Financing Platform Companies

Local government investment and financing platform companies are enterprises established by local governments with investment and financing as their main business purposes through local financial allocation or investment in land and equity.In recent years,local government investment and financing platform companies have played an important role in ensuring local economic development and promoting public service construction.However,in the process of their rapid development,problems such as poor operation efficiency and high investment and financing risks have been exposed.In order to prevent the operation risks of local government investment and financing platform companies and maintain their stable operation,the state carries out a comprehensive audit of platform companies with the help of government audit.Audit departments at all levels attach importance to the assets and debt risks of local government investment and financing platform companies in the process of government implicit debt audit,and seldom conduct performance audit on platform companies,thus ignoring the problems found in operating performance and social performance of platform companies from the perspective of internal operation.Therefore,from the perspective of government audit,the research on the performance audit of local government investment and financing platform companies is conducive to improving the economic and social value of local government investment and financing platform companies and realizing the sustainable development of their operation.This thesis mainly adopts case analysis method and literature induction method to study the performance audit of local government investment and financing platform company XY based on the performance audit case of C municipal Government investment and financing platform company.First of all,the relevant literature of domestic and foreign scholars in recent years is reviewed to analyze the current situation of performance audit research on local government investment and financing platform companies,based on public entrusted economic responsibility,modern risk-oriented audit and principal-agent theory.Secondly,the basic framework of performance audit of local government investment and financing platform companies is summarized from five aspects including audit subject and audit process,and the characteristics of performance audit of local government investment and financing platform companies are summarized.Then,through the basic framework,the performance audit case of XY Company,the investment and financing platform of C municipal Government,was analyzed to reveal the existing problems and reasons in the performance audit of local government investment and financing platform company.Finally,according to the analysis of problems and causes,suggestions are put forward from the aspects of perfecting the performance audit evaluation system of local government investment and financing platform companies,accelerating the training of performance audit personnel of local government investment and financing platform companies,and strengthening audit openness.Compared with the existing research,this paper studies the performance audit of local government investment and financing platform companies from the perspective of performance audit.By constructing the basic framework of performance audit of local government investment and financing platform companies and putting forward suggestions for the problems existing in the audit practice,the problems encountered in the actual audit work can be effectively solved,so as to improve the audit quality and better play the supervision function of government audit.
