Local Government Investment And Financing Platform Audit Research

The local government investment and financing platform refers to a company established by the local government to use financial allocation or injecting land,equity,etc.,to establish a financing business.Objectively speaking,the investment and financing platform has played a huge role in safeguarding economic development and promoting the construction of public services.However,in its rapid development,it has also exposed a series of problems.In order to check risks and ensure its smooth operation,the state with the power of the auditing organization,a comprehensive audit work will be carried out on the investment and financing platform.Therefore,it is of great theoretical and practical significance to study the investment and financing platform audit from the perspective of government audit.However,the investment and financing platform audit started late,and there are many shortcomings in the audit work.This paper is based on the audit case of PK City Investment Company of S City P District Audit Bureau and analyzes it with theory.Firstly,starting from the basic elements of auditing,the five main aspects of auditing subject,auditing subject,auditing content,auditing mode and auditing results are used as the starting point to outline the basic framework of investment and financing platform auditing.Secondly,based on the basic situation and audit situation of S-city investment and financing platform,using case analysis method,index analysis method and other research methods,the audit framework is integrated into the actual case of PK city investment company audit,focusing on the analysis of PK city investment.The audit subject and audit content of the company deeply analyze the case process from three stages: audit plan,audit implementation and audit report.From the five aspects of debt audit,audit mode,audit risk,audit strength and cooperation with social audit,PK City Investment was discovered.Some problems existing in the company,such as the debt audit review procedures are not rigorous,the audit methods are lagging behind,the auditors have poor control over risks,the auditors do not match the audit tasks,and the cooperation between government audits and social audits is insufficient.Thirdly,after the case study,based on the problems discovered in five aspects,five suggestions for the healthy development of the investment and financing platform are proposed from five aspects,namely,improving the platform debt audit system,applying modern audit methods,and introducing risks.Oriented auditing,strengthening the construction of audit teams,and evaluating cooperation with social auditing.Finally,on the basis of analyzing the suggestions,the corresponding conclusions are drawn: the auditing organs make full use of the resources of all parties to improve the efficiency of the audit of the investment and financing platform,and inspire the prospects for the future while clarifying their own responsibilities.This paper closely focuses on the current situation of the auditing work of the auditing organization on the investment and financing platform,combined with the case study of the problems of the investment and financing platform audit.The innovation points are mainly reflected in the following two aspects: First,the research perspective is novel.Based on the relevant theories of investment and financing platform,this paper reflects on the problems existing in the audit of investment and financing platform from the perspective of government auditing,and enriches the research content of government auditing.The second is an in-depth analysis based on actual cases.Based on the institutional regulations of the investment and financing platform and the results of the local financial audit report of S City in the past five years,this paper analyzes the operation of the S-city investment and financing platform and the audit of the PK city investment company,and outlines the basic framework of the investment and financing platform audit.Integrate the framework into the case for detailed analysis,identify problems,make recommendations,and draw conclusions.
