A Studyon Rural Collective Economic Development Promoted By Township Governments

The Rural Revitalization Strategy is a grand strategic goal initiated in the report of the19 th National Congress of the Communist Party of China.The realization of this strategic goal requires joint efforts from all fields in the society.The development of the rural collective economy is directly related to the consolidation of the CPC ruling in the countryside.It is only when the development of rural social undertakings has strength that it can guarantee the normal operation of rural grassroots organizations and provide the prerequisite for rural infrastructure construction,thus providing strong economic support for the implementation of rural revitalization strategy.Township government,as the main promoter and implementer of the implementation of Rural Revitalization Strategy,is also the guide of the growth of rural collective economy.There is no doubt that it is a key point for the township government to carry out rural work to correctly guide the countryside,effectively explore the path of strengthening the village collective economy,and scientifically promote the development and continuous growth of the rural collective economy.In recent years,in order to strengthen the development of rural collective economy and focus on the implementation of Rural Revitalization Strategy,township governments in Province Shandong have made beneficial exploration.Township governments have also made great efforts in promoting policy implementation,scientific guidance and rural development,and achieved certain results.Indeed,due to the complexity of rural work and different basic conditions and resource endowments in rural areas,the development of rural collective economy is uneven.There are still weak economy and even "shelling" economy in rural areas in many districts.In terms of promoting the development of rural collective economy,city T has carried out the "Leap five beyond ten" action of rural collective economy since 2018.Under this background,combined with the requirements of Party committee and government in town D,government of town D has also carried out a lot of work and made positive exploration.However,due to the inadequate implementation of the main responsibilities of the town government,imperfect system and defects in personnel assessment,there are still many difficulties in boosting the rural economy on account of insufficient participation of the masses.In order to provide reference for more township governments to continue to promote the development and growth of collective economy,and further to enrich and improve the theoretical framework of rural governance,and provide critical thinking for revitalizing the countryside,the author starts from the government behavior in the development of rural collective economy in town D,aiming at the current situation of rural collective economy in town D,combined with the development process of three typical villages,analyzes the role played by the town government in the process of economic development at village level,and identified the existing problems.By analyzing the causes of these problems,this paper explores the improvement measures and working ideas of township government actions to make a breakthrough in promoting the development of village collective economy by township government.This paper is divided into seven parts: firstly,it expounds the purpose and significance of studying the development and expansion of rural collective economy by township government,analyzes and summarizes the research on relevant contents carried out by domestic and foreign academic circles,determines the research framework,research methods and innovation points of this paper,clarifies relevant concepts,determines the theoretical basis,and carries out research according to the theory.Secondly,by analyzing the current situation and practices of the development of rural collective economy in town D,this paper focuses on the typical cases of three typical villages,summarizes the main problems existing in the process of expanding rural collective economy of town D government,and excavates the causes of these problems.Then,according to the analysis and research of the full text,this paper puts forward feasible measures for town government D to expand the rural collective economy.Finally,the full text is summarized and prospected.
