market,trying to form more in line with the socialist market economy,the integration of urban and rural economic development and meet the requirements for rural modernization of social organizations and the public service system,and in the face of complex and changeful environment for development,make SMC really become the party and the government service "three rural" gripper,We will give full play to the role of a new force serving farmers and a comprehensive platform for their production.After combing and studying,supply and marketing cooperatives are in the deep water area of mechanism and system reform after the reform of the previous stage.It is of great significance to deepen the comprehensive reform of supply and marketing cooperatives,explore the emergence of the main mode of "two-line operation" mechanism and achieve obvious results.In view of this,this paper adopts Malmquist productivity index analysis method of DEA to analyze the overall change of operation efficiency in the comprehensive reform of supply and marketing system in Aksu area,and uses multiple linear regression model to identify the factors influencing operation efficiency in deepening the reform of supply and marketing.Finally,the main conclusions are as follows:First,in recent years,the operation capacity of aksu supply and marketing system has been continuously enhanced after the implementation of "dual-line operation"and the comprehensive reform is generally efficient.The profitability of county and city supply and marketing cooperatives has been significantly improved,and the comprehensive efficiency measurement results also show that the overall benefit of supply and marketing cooperatives has been improved.Mainly is to improve the level of management,which also verifies the "double operation mechanism,emphasizes the connection of enterprise and market,to ensure that enterprises to earn profits in the market,the market business increase of profit ability strong,and weak profitability of the business to cut,but the overall size but there was no significant growth,while operating profit subject benefit to an overall improvement.However,there is a continuous adaptation process between these reform mechanisms.From the horizontal comparison,in the reform in a comprehensive way "polarized" serious,profits from the subject of performance analysis,have also taken place in the operating performance of Ji Ceng She differentiation,mainly because of the various counties of SMC different business environment,the development level and the conditions of various SCM is large,so in the service of "agriculture,rural areas and farmers" focus is different,the pace of social reform is a debt In the same way,the development and management conditions are the main factors leading to the comprehensive reform and differentiation of management benefits of grassroots supply and marketing cooperatives.Among them,the club,kuqa city,baicheng county,wensu county,awat keping county of production technology and the mean is greater than 1,it also suggests that this county SMC for product marketing organization management level and technical ability have achieved good results,compared with xinhe county of aksu city,shaya county,and the production technical efficiency is less than 1,uch turpan SCM in the invalid state,indicating that these counties have insufficient investment in operation and management,among which the supply and marketing cooperatives of Xinhe county rank low,which needs special attention.In the new period,with the leap-forward development of agricultural modernization,grassroots supply and marketing cooperatives with weak foundation are facing the increasingly prominent problem of "survival ",and are still " acclimatized to the current comprehensive reform ",while grassroots cooperatives with better foundation in the early stage can quickly shift gears and speed up,and can carry light load after the reform,in line with the development needs of rural revitalization strategy.Third,by longitudinal comparison,the reform and operation efficiency of supply and marketing cooperatives at the prefectural,county and township levels shows a "cliff-like" decreasing trend.In the top-down reform,the local communes have the best reform effect,with an average value of 1.072,while the township supply and marketing communes have the least ideal reform effect,which is only 0.508,indicating that the reform has been implemented in the upper design more solid,and the reform effect is not obvious with the reduction of the level.The main reason is the serious loss of assets in the communes at the grass-roots level of the county and township,and some local governments’ actions such as flat transfer and demolition,resulting in the atrophy of the business of the basic communes.In addition,the system is not perfect,the power of personnel appointment of county and township supply and marketing cooperatives is in the local organizational departments,and excessive administrative intervention leads to the successive decline in operating efficiency.Fourth,due to the historical problems that have not been completely resolved,the government’s financial support for the comprehensive transformation project of supply and marketing cooperatives has been weak,which cannot form a certain scale effect.Meanwhile,the scale efficiency of supply and marketing cooperatives is invalid due to the shrinking of traditional operation capacity,the backward development of cultivating new business forms,and extensive management.The average regional scale efficiency(SECH)was 0.825,and only the local cooperatives were above 1,indicating that the scale efficiency was effective.The supply and marketing cooperatives in Keping county,Wushi County and Xinhe County ranked behind,with the scale efficiency lower than 0.7.Especially xinhe county supply and marketing cooperatives,only 0.562,indicating that the three counties and cities supply and marketing cooperatives are short of scale.Five is to reform into the deep water area,in the face of mechanism system is more rigid,must break through the "bottleneck" of the policy,we will deepen reform of the SMC composite and the implementation of the "double operation" management mechanism,the introduction of professional system.The total efficiency(TFP)showed an increasing trend from 2001 to 2010,but fluctuated around 1.06 from 2011 to 2020.In terms of overall efficiency,the reform in the first 10 years had a good foundation and achieved remarkable results,especially in 2010,when a large number of businesses were accumulated and the dividends of the reform were significantly released.This shows that comprehensive reform is effective on the whole,but due to the impact of the overall environment and problems left over from history,it cannot be achieved immediately and must be carried out step by step.Sixth,in the analysis of factors influencing the operation efficiency of the comprehensive reform of supply and marketing cooperatives,at the significance level of 0.05,enterprises and the basic level of the cooperative,government support,total sales,owners’ equity and total purchase have significant impact on the operation efficiency of supply and marketing cooperatives,indicating a great impact on the operation efficiency.Therefore,we should pay attention to the input of production factors and realize the optimal value of each factor. |
