Research On Government Procurement Management Of Administrative Institutions In Liaoning Province

Government procurement is one of the important functions of the government,which originated in the West.With the development and the expansion of the economic activity area,the government procurement area and the proportion of total social procurement are also increasing.Since the government procurement is implemented in 1996,China has increased its emphasis on importance and management of government procurement year by year.With constantly improving and perfecting the government procurement system,it makes China’s government procurement develop at a rapid pace.This article mainly uses the new public service theory,the literature analysis method and the interview method.Based on the existing research and the situation of government procurement management in Liaoning province,the article specifically discusses the existing problems,analyzes the causes,and gives countermeasures.The study finds that the current buyer ’s responsibility for the government procurement management of the administrative institutions in Liaoning Province has the problems of unclear buyer’s main responsibility,inadequate budget management,management in the procurement process with omissions,insufficient information disclosure,and lack ofprocurement management talent.The main reasons for the research are mainly poor understanding of government procurement ideas,lack of perfect procurement budget management system,inadequate procurement management supervision,and lagging procurement management talent team.In response to the cause of the problem,the author puts forward specific measures to enhance the understanding of the importance of government procurement for administrative institutions,improve the budget management system of the purchasing unit,jointly strengthen government procurement supervision capabilities from multiple perspectives,and strengthen the construction of procurement management talent team.Government procurement management is a comprehensive work involving multiple stakeholders and maintaining fair competition in the market.Strengthening government procurement management requires taking procurement budget management as the primary task,strengthening the training of government procurement personnel as a basic task,and at the same time improving the construction of a procurement basic platform,integrating data resources,and using big data analysis technology to help the government improve its procurement management capabilities.Moreover,it should exert the supervisory role of information disclosure effectively,and optimize the procurement environment gradually.Only in this way can government procurement develop in a better direction.
