| Under the realistic background of less land and more people in our country,allocating the land resources legitimately and promoting the farmland transfer orderly is effective ways to realize agricultural modernization and the rural revitalization.However,the growth rate of the proportion of farmland transfer has slowed down gradually in recent years;and the farmland transfer shows the phenomenon of "low circulation and high abandonment",the policy implementation falls into a state of "waste of resources" and inefficiency in some areas.There are many reasons lead to such a result,but the farmer fails to get normal income from farmland transfer and agricultural subsidy policies that need to be improved are the main reasons.Therefore,optimizing the benefit distribution mechanism between the farmer and the planting enterprise in the process of the farmland transfer,and clarifying how the mechanism of agricultural subsidies influence on the interests between farmers and planting enterprises,is very important to promote the farmland transfer orderly.Considering a farmland transfer system consists of the farmers in a region and an agricultural product plantation company,a willingness function of farmland transfer is depicted based on the premise of farmers’ voluntary transfer.Then,two-stage game models of farmland transfer are established under the fixed revenue mode and revenue sharing mode,respectively.Moreover,the optimal decisions and revenue are compared under two modes of benefit distribution,so as to reveal the influence mechanism of different benefit distribution modes on farmland transfer.What’s more,the optimal decisions and revenue are compared under two agricultural subsidies of benefit distribution,so as to reveal the influence mechanism of different agricultural subsidies ways on farmland transfer.The analysis in this paper will provide reasonable reference for policy decision-making to promote farmland transfer appropriately,and to develop modern agriculture of moderate scale by optimizing both the benefit distribution mechanism between the farmer and the planting enterprise and agricultural subsidies.The results show that:(1)There is an unique optimal equilibrium strategy for the twostage game models of farmland transfer under two agricultural subsidies respectively,regardless of whether or not the agricultural revenue is shared after the farmland is transferred;the price of farmland transfer is improved,farmers’ willingness to participate in farmland is increased,the expected revenue of the farmer and the planting enterprise is improved through agricultural production efficiency increasing;but the increase of the market price of agricultural products can increase the expected revenue of the farmer and the planting enterprise only when the market price of agricultural products exceeds a certain critical value.(2)The government subsidy is fully capitalized into the transfer price,which helps to raise the expected revenue of the farmer rather than the planting enterprise in different benefit distribution modes under the two-stage game models of farmland transfer based on direct subsidy;however,the government subsidies are not capitalized into the farmland transfer price completely,and they affect the expected revenue of the farmer and the planting enterprise in different benefit distribution modes under the two-stage game models of farmland transfer based on direct subsidy linked up with agricultural product price and quantity.(3)In the twostage game models of farmland transfer under two agricultural subsidies,compared with the fixed revenue mode,it can not only reduce the transfer price,but also can increase the willingness to transfer under the revenue sharing mode,then realized the Pareto improvement of farmland transfer system.(4)The benefit of farmland transfer based on direct subsidy is better than that based on linked direct subsidy under the same fiscal expenditure,regardless of whether or not the agricultural revenue is shared after the farmland is transferred;and there is a slight difference in the Pareto improvement interval of the revenue sharing mode based on the two agricultural subsidies.Finally,this research puts forward some policy suggestions,such as establishing and developing the market system of farmland transfer,improving the allocation efficiency of agricultural factors,optimizing the revenue distribution mechanism and improving the supporting mechanism of agriculture policy,in order to promote the development of farmland transfer and agriculture scale operation orderly and reasonably in our country. |
