Study On The Active Utilization Of Rural Idle Homestead In Xiuwu County From The Perspective Of Sustainable Livelihood

At present,the contradiction between the increasing desire of farmers for a better life and the serious idleness and decline of rural homestead is gradually intensifying.The rural idle homestead is closely related to the livelihood interests of farmers.Therefore,it is urgent to explore how to make full use of rural idle homestead according to local conditions,activate rural idle assets and drive farmers’ income from the perspective of farmers’ livelihood.Based on the theory of sustainable livelihood,the theory of man land relationship and the theory of farmers’ behavior choice,this paper selects Yuntaishan Town,Xicun Township,wuliyuan Township and Qixian town,Xiuwu County,Henan Province as the research sample area.Firstly,through field research,we find out the idle situation of rural homestead in Xiuwu County,the existing ways of revitalizing utilization and the problems existing in revitalizing utilization.Secondly,it constructs the impact mechanism of farmers’ livelihood capital on their willingness to revitalize and use idle homestead from the perspective of sustainable livelihood,and then uses logistic regression model to analyze the significant factors of farmers’ livelihood capital on their willingness to revitalize and use idle homestead and farmhouse.Finally,combined with the typical cases of revitalizing the use of homestead in China,this paper puts forward the countermeasures and suggestions for the active use of rural idle homestead in Xiuwu County.The main conclusions of this paper are as follows:(1)Through interviews with village cadres and household investigation,it is found that the idle proportion of rural homestead in Xiuwu County is high,and the homestead has great potential for active utilization.At the same time,the idle situation of homestead in Xiuwu County is relatively complex.The area of farmers’ homestead exceeds the standard in the four sample towns,and the idle situation of homestead is also different.In addition,there are still some problems in the revitalization and utilization of homestead in some villages,such as insufficient endogenous power and lack of external utilization conditions.(2)By constructing the impact mechanism of sustainable livelihood on the revitalization and utilization of idle homestead,it is found that the livelihood capital owned by farmers will affect their willingness and behavior to revitalize and utilize idle homestead.The difference of farmers’ livelihood capital determines the difference of farmers’ ability to bear risks after revitalizing and utilizing idle homestead,and the direction of worrying about life makes them depend on the security function of homestead differently,which leads to the difference of farmers’ willingness and behavior of revitalizing and utilizing homestead.(3)Through the analysis of the questionnaire,it is concluded that the idle homestead site in Xiuwu County has great potential for active utilization.About two-thirds of the farmers in the sample villages and towns expressed their willingness to use their own idle homestead,indicating that there is a lot of room for the active use of the idle homestead in the rural areas of Xiuwu County.Secondly,through the analysis of logistic model,it is concluded that the significant livelihood capital factors affecting farmers’ willingness to revitalize use include age,education level,per capital cultivated land area,whether there are houses in cities and towns,social capital status,access to credit funds,policy understanding,attention to the active use of Homestead sites and residential satisfaction.(4)Based on the theory of sustainable livelihood,this paper puts forward countermeasures and suggestions for the active utilization of idle homestead sites in Xiuwu County.Establish a long-term mechanism for the active utilization of idle homestead sites,and formulate policies to protect the rights and interests of farmers.In addition,strengthen the publicity of policies such as the active use of homestead sites,encourage and support farmers to make full use of their idle homesteads,so as to improve farmers’ willingness to make full use of idle homesteads and houses,and further promote the sustainable development of farmers’ livelihoods in Xiuwu County.
