| Over the past 40 years of reform and opening up,China has achieved sustained export growth by relying on low-cost labor and an export-oriented development strategy,but with the disappearance of the demographic dividend,it is difficult to maintain the export comparative advantage by relying on low-cost labor force,and it is more and more important to seek new high-quality export advantage for the stable development of foreign trade.In recent years,the trade friction between China and the United States has spread to the high-tech sector with increasingly fierce competition.In order to get rid of the dilemma of "choking" and "low-end Lock-in," Our country has begun to place a strong emphasis on high tech innovation and sustained high quality development.The high tech is characterized by high patent density,high added value and heavy reliance on technological innovation.As its core asset,intellectual property rights need to be protected by the intellectual property system,the level of intellectual property protection is closely related to high tech exports.Given that the current degree of legalization of local property rights protection in our country does not match the vigorous development of the high tech,the importance of property rights protection to high quality development of Open economy is not well understood by the society,in order to enhance the awareness of local respect and protection of property rights and to find a new way to promote the innovative development of high tech from the perspective of property rights protection,this paper starts from the perspective of high quality Open economy,the study,based on panel data from 28 provinces from 2002 to 2016,examines the impact of local intellectual property protection on High Tech’s export competitiveness and the channels through which it works,dividing the export competitiveness into the export quantity competitiveness and the export quality competitiveness to investigate the impact of intellectual property protection on the export scale and export quality,and focus on the protection of intellectual property rights on the east,China,the west and the south and north of the export competitiveness of the impact of differences and mechanism analysis.The research in this article shows that:(1)there exists the fact that "strong nominal protection and weak actual protection" in China.In addition,due to differences in enforcement,the level of intellectual property protection in different regions shows heterogeneity,and in the Eastern,Central and Western developed regions the level of protection is significantly higher than that of the Midwestern Sectional Figure Skating Championships.(2)the overall export competitiveness of China’s high tech shows an increasing trend.In terms of export volume competitiveness,the export volume of China’s high tech is on the rise,with electronics and communications equipment manufacturing and computer and office equipment manufacturing having the highest export volume contribution rate,the export scale of the eastern region is higher than.that of the Midwestern Sectional Figure Skating Championships,and the export technical complexity of each subsector is on the rise in terms of export quality competitiveness,among them,the growth trend of the medical equipment and instrument manufacturing industry is the most obvious,and the technical complexity of exports from Guangdong and high tech ranks the top in terms of provinces.(3)improving the level of intellectual property protection is beneficial to the promotion of the comprehensive export competitiveness of high tech,which is more obvious in the level of export quantity competitiveness.The influence of intellectual property protection on the export competitiveness of high-tech industry also shows obvious regional heterogeneity.The central region has an obvious positive promoting effect,while the eastern and western regions have a negative inhibiting effect,which has a certain relationship with the development stage of high-tech industry in the eastern,central and western regions.(4)intellectual property protection affects the competitiveness of high tech exports through three channels:R&D and Innovation,technology introduction and market power. |
