| According to IDC’s forecast for global data volumes,it will reach 163 ZB by 2025.Behind this rapid growth phenomenon,data redundancy,data utilization,data value and other issues should be worth discussing.In recent years,in the process of smart city construction,local governments have taken the digital transformation and upgrading of the industry as the development strategy goal,and continuously promoted the development of urban intelligence through data empowerment.However,due to the different processes and degrees of attention paid to information infrastructure construction,the urban information network system constructed has poor results in solving problems such as the open sharing,interconnection and coordinated development of urban data resources.However,the intelligent development of cities is one of the important ways to modernize urban governance.Therefore,through the construction of the evaluation index system of the data governance level and the calculation of the comprehensive score.Then the use of the spatial Durbin model to discuss the relationship between data governance and the development level of urban intelligence.Those will help measure the development degree of urban data governance,and understand the current situation of local data governance,and customize corresponding policy measures according to the actual development situation,promote the development of urban intelligence and enhance the core competitiveness of cities.Based on the three dimensions of value,input and output derived from the "3E" theory,and combined with the characteristics of the data life cycle process,this paper constructs a data governance level evaluation index system for six secondary indicators.The value dimension is reflected by policy orientation,and the PMC index is used to quantify the value orientation of the 181 selected smart city related policy texts.In the input dimension,three secondary indicators of data quality,data security and data openness are selected,and two secondary indicators of data utilization and data sharing are selected in the output dimension,jointly build a secondary index system of data governance level indicator system.Compared with other literature,this paper continues to construct and improve the corresponding tertiary index system on the basis of secondary indicators.Among them,the number of newly added Block-chain enterprises under the data security indicators.The number of data competition activities,the number of data application APP uses,and the ratio of the added value of the information industry to GDP under the data utilization indicators.The number of new data platform visits,data downloads,and data interface calls under the data sharing indicators;and the number of new data interfaces added under the data open indicators.Information entropy is used to determine the weight of the indicator,and the quadratic linear weighting method is used to calculate the comprehensive score of the data governance level.By analyzing the mechanism and relevance of data governance on the development of urban intelligence.Considering the influence of spatial factors,the spatial distance weight matrix is added,the spatial phase relationship test and the LISA cluster analysis are carried out,and the results show that the level of urban intelligent development has spatial correlation.Therefore,the spatial Durbin model is finally used for model estimation and spatial effect decomposition.According to the LISA spatial clustering results,the smart cities in the eastern coastal areas show a state of high-high aggregation,the western region shows a state of low-low aggregation,and some cities in a few central regions show a high-low state,which is consistent with the degree of urban digital development in my country.Compare.The empirical study of the Durbin model shows that: in the selected time-fixed Durbin model,the spatial lag coefficient ρ of the model is 0.0563,and it is significant at the 10%significance level,indicating that the urban intelligent development level of the sample cities has Positive spatial spillover effect.Among them,the results of the analysis of the effects show that the direct effect and indirect effect of data governance are significantly positive,indicating that the level of data governance has a positive role in promoting the urban smart development of the city and neighboring cities;the control variable per capita GDP only affects this city.The smart development of the city has a significant impact on promoting the development of the city.But has no promoting effect on the surrounding cities;the direct effect and indirect effect coefficient of the urbanization rate are both positive,and the indirect effect is obviously better than the direct effect,which has a significant promotion effect on the smart development of surrounding cities. |
