Research On The Problems And Countermeasures Of Cross-border E-commerce Customs Supervision In Chengdu Area

As China’s entry-exit supervision and administration organ,the Customs of the People’s Republic of China follows the working principle of "administrating according to law,controlling the Customs for the country,serving the economy and promoting development"and the team building requirements of "strong politics,excellent business,trustworthy".China Customs conducts all-round management of China’s entry and exit activities,including cross-border e-commerce.Under the background of the national institutional reform in 2018,the entry-exit inspection and quarantine management responsibility and team of the General Administration of Quality Supervision,Inspection and Quarantine of the People’s Republic of China are assigned to the General Administration of Customs,and the new customs construction is facing new opportunities and challenges.At present,as a high potential growth point of China’s foreign trade,cross-border e-commerce plays a positive role in promoting economic integration and trade globalization.In particular,during novel coronavirus pneumonia outbreak in 2020,and traditional international trade was hit hard.however,cross-border e-commerce rose against the trend,with positive increase in trading volume and turnover.General Secretary Xi Jinping emphasized in the nineteen major reports of the Communist Party of China:"expand foreign trade,foster a new mode of trade and new industry,and promote the construction of a powerful trade nation".Premier Li Keqiang pointed out in the2020 government work report that"new formats such as e-commerce online shopping and online services have played an important role in the fight against epidemic diseases.We should continue to introduce support policies,comprehensively promote"Internet plus",create new advantages in digital economy……and speed up the development of new formats such as cross border electricity providers.In this era,it is of great practical significance to study the customs supervision of cross-border e-commerce.Based on the research of the relevant achievements of customs supervision of cross-border e-commerce at home and abroad,expounds the core concept and function evolution of cross-border e-commerce customs supervision in Chengdu,and analyzes the current situation.summarizes the practical problems existing in the customs supervision of cross-border e-commerce in Chengdu through questionnaires and in-depth interviews.Analyzes the causes of the problems by using the theory of holistic governance,risk management and collaborative governance,and puts forward countermeasures and suggestions.This paper argues that the system of policies and regulations established around the customs supervision of cross-border e-commerce is not perfect.There is hysteresis in the face of the rapid development of cross-border e-commerce business.We should strengthen top-level design,supporting policies and unifying law enforcement.The system of customs supervision system of cross-border e-commerce needs to be optimized.We should start from the integration of customs supervision resources and processes,make standardized supervision manual,establishment of customs supervision credit management system for cross border E-commerce,and strengthen the supervision cooperation of port units,so as to improve the level and ability of cross-border e-commerce customs supervision,enhance the customs supervision ability of cross border E-commerce.The contradiction between the increasing business volume and work intensity of cross-border e-commerce customs supervision and the shortage of human resources has become increasingly prominent.It is urgent to innovate the level of "intelligent supervision",optimize the supporting logistics system,strengthen the follow-up supervision and verification,and attach importance to the construction of supervision team.
