Under the new circumstances,the CPC Central Committee and the State Council attach great importance to the supervision of state-owned assets and the reform of state-owned enterprises.President Xi Jinping has repeatedly issued important directives and instructions.In order to implement the "1 + N" policy system of state-owned enterprise reform better,the CPC Central Committee and the State Council have made a three-year plan for implementing state-owned enterprise reform.It is clearly proposed to improve the modern enterprise system of stateowned enterprises in line with the Socialist market economy system with Chinese characteristics,to carry out the market-based selection and contract management of managers,and to explore the construction of the professional manager system.At the same time,the state-owned Assets Supervision and Administration Commission at all levels is required to study and issue guidance and implement various responsibilities.The selection and withdrawal of professional managers in stateowned enterprises is an important part of the implementation of the professional manager system.In the context of the SASAC’s macro requirements to establish and improve the supervisory system for the selection and employment of personnel in state-owned enterprises,to study and optimize the supervision of SASAC over the recruitment and withdrawal of professional managers in state-owned enterprises is not only in line with the general trend of the policy of "making the market play a decisive role in the allocation of Human Resources",it is also necessary for the current work to comply with the reform requirements of "improving the operating efficiency of state-owned assets and enhancing the development vitality of stateowned enterprises".In recent years,under the guidance of the Party Central Committee and the municipal government of B City,which resolutely carried out the decision-making and deployment of the state-owned enterprise reform in the three-year campaign to guide the state-owned enterprise to implement the professional manager system,the state-owned Assets Supervision and Administration Commission(SASAC)of B city has explored some ways to supervise the selection and withdrawal of professional managers of state-owned enterprises.In the supervision system construction,the supervision way improvement,the supervision foundation enhancement,the supervision key control and the supervision difficulty breakthrough aspect has carried on some paths exploration,and it has made certain achievements in promoting the optimal allocation of human resources in state-owned enterprises,stimulating the entrepreneurial vitality of cadres and officers in state-owned enterprises,and promoting the operating efficiency of state-owned capital,but there are also some problems such as the imperfect supervision system,the imperfect support of the Supervision Foundation,the inadequate implementation of the supervision requirements of the market-based recruitment and withdrawal,and the poor supervision effect of integrating the needs of state-owned enterprises and professional managers.According to the research idea of "finding problems-analyzing problems-solving problems",this paper adopts the methods of literature research,questionnaire survey and comparative analysis.On the basis of explaining the concepts of state-owned assets supervision and administration commission,professional managers of state-owned enterprises,selection and withdrawal,and analyzing the theories of state-owned assets supervision,new public management and principal-agent,the questionnaire was designed according to the specific situation of B city.This paper investigates the supervision status of B’s state-owned assets supervision institutions on the selection and withdrawal of professional managers in state-owned enterprises,find the existing regulatory problems and analyze the reasons.At the same time,using the public information from work and Internet at home and abroad about the practice of supervising,put forward to suggestions by comparing and summing up the experiences and practices.We should focus on optimizing the content of supervision,that is,optimizing the selection and withdrawal of professional managers in state-owned enterprises.At the same time,we should perfect the supervision system,firstly,we should lay a solid foundation for supervision,secondly,we should build a scientific supervision system,thirdly,we should build a scientific conjunction mechanism between the Party’s management of talents and the market-oriented selection and employment of talents Fourth,we should scientifically construct the market-oriented flow mechanism of professional managers in state-owned enterprises;Fifth,we should explore the withdrawal mechanism of contractual management of professional managers in state-owned enterprises;sixth,we should scientifically construct the sharing mechanism of professional managers talent pool.
