Research On The Path To Improve The Innovation Capacity Of Cities In Western Chin

In May 2020,the Party Central Committee and the State Council of China put forward new requirements for the high-quality development of the western region from the overall situation.At an important moment when China’s rapid economic growth turns to the high-quality development stage,innovation has become the first driving force leading the high-quality development.However,the gap between the West and the East is still significant.The lack of science and technology resources,and unbalanced development in the western region of China seriously restrict the promotion and balanced development of its innovation ability.Therefore,how to make the limited scientific and technological resources to achieve the best allocation and break the bottleneck of innovation and development is an urgent problem to be solved in the western region.Based on this,this paper takes the cities in the western region as the research object,starting from the development status of innovation foundation,innovation support environment and government support,and combining with the connotation of innovation ability,establishes the index evaluation system of innovation ability,and uses entropy method to evaluate and classify the urban innovation ability,Furthermore,Gini coefficient and Theil index are used to decompose the composition structure and spatial composition of innovation capability.Finally,geographical weighted regression model is used to explore the spatial heterogeneity of influencing factors of 87 cities at prefecture level and above,and the dominant factors of each city are analyzed.The main conclusions are as follows:(1)Chengdu,Chongqing and Xi’an are the most innovative cities in Western China,while Tongchuan,Jinchang and Jiayuguan are the weakest.In most provinces,there is a gap in the comprehensive score of innovation ability between the provincial capital cities and other cities within the province.(2)From the perspective of composition structure,the main reason is the unbalanced of innovation foundation;from the perspective of spatial composition,the differences within the provinces are the main sources of the differences in urban innovation ability in the western region.Therefore,if we want to narrow the gap,we should start from the cities.(3)Talent capital,innovation capital,informatization level,opening-up level and infrastructure all have strong explanatory power on urban innovation ability,and the regression coefficient range is large,with obvious spatial differentiation.The coefficient estimates of talent capital and the level of opening to the outside world are significantly positive,which have a positive role in promoting the innovation of the cities studied.The informatization level,infrastructure and innovation capital have a negative correlation effect in a small number of cities.(4)The level of opening to the outside world is the leading factor in the development of innovation ability of nearly half of the cities.These cities should accelerate the transformation of development concept and development mode,and further expand the opening to the outside world.Although the level of informatization has a positive impact on most cities,it has not become the dominant factor of any city.Each city should formulate innovation policies according to different leading factors and local conditions.According to the above research,this paper starts from two aspects:on the one hand,on the basis of evaluation and classification of urban innovation ability,based on the theory of growth pole,taking the city as an element,integrating into the overall regional planning,combining with the overall layout of the West and major economic strategies,the four types of innovation growth poles,namely "mature,growing,cultivating and potential",are selected,aiming at different types of innovation growth poles The structure characteristics of growth pole are analyzed and the cultivation path of each level is proposed.On the other hand,from the micro perspective,it is proposed that each city should strengthen the innovation capital,human capital,infrastructure or opening-up level according to the different leading factors affecting the city innovation ability,so as to improve the innovation ability of each city more efficiently.
