The problem of poverty is a complex problem that will lead to a series of serious consequences such as the stagnation of regional economic development and the deterioration of people's living conditions.Since the reform and opening up,China has been committed to poverty alleviation for 39 years,and the number of poor people has decreased by 96%,making it a model for poverty reduction in all countries of the world.However,China's poverty problem is still grim.The poverty problem is still the shortcoming of China.China has entered the most difficult stage of poverty alleviation.There is a need for more precise and regional policies,and accurate poverty alleviation is gradually put on the agenda.Hubei Province is a large province in the central region and a breakthrough in the plan for the rise of central China.However,economic development is very uneven and it is a major difficulty in poverty alleviation in China.Therefore,this paper takes the county of Hubei Province as the research object,studies its spatial clustering and heterogeneity,and constructs the multi-dimensional spatial poverty index system of Hubei Province from the aspects of economy,nature and society,and establishes the OLS model and step-by-step regression model to screen the influence.The significant driving factors of county poverty,construct a geographically weighted regression model,perform local regression on significant driving factors,and explain the spatial non-stationarity of each factor,so as to propose accurate poverty alleviation.After the above empirical research,the paper draws some conclusions:1.The economic development of the county in Hubei Province is uneven;2.The incidence of poverty in the county and the distribution of the poor population in Hubei Province have significant agglomeration,and the concentration of poverty is more significant than that of the poor;3.Local accumulation of poverty in the county of Hubei Province The "high value-high value" is mainly distributed in the northern and western parts of Hubei Province;4.The per capita disposable income,per capita deposit balance and effective irrigated area of rural residents have a negative effect on the poverty of counties in Hubei Province,slope and total agricultural output value.The proportion has a positive effect on the occurrence of poverty;5.The ratio of total agricultural output value,effective irrigated area and per capita resident savings deposit balance to the impoverishment of county poverty in Hubei Province increases from east to west,and the ability of slope to explain county poverty.From the west to the east,the ability of farmers'disposable income to explain poverty is declining from north to south.Based on the above conclusions,some policy recommendations are drawn:According to the spatial agglomeration characteristics of county poverty in Hubei Province,different regional poverty alleviation strategies are implemented for different counties;promote modern agricultural production mode,implement step-by-step reformation system for low-slope sloping arable land;promote soil erosion prevention of high-slope arable land,and have poor geographical environment The district considers ecological immigration;optimizes the county industrial structure;improves the rural social security system;promotes the county to improve regional social security and promotes reasonable savings.
