| As one of the five projects benefiting the people in the construction of a new countryside,the rural library is of great significance in enriching the supply of reading resources in rural areas,improving the public service level of publishing in rural areas,and protecting the basic cultural rights and interests of rural residents.At present,China is making great efforts to build a cultural power,and it is an important part to ensure that the functions of the rural library can be effectively played.However,in the actual operation process,the concept of "independent management" rural library is difficult to implement in place.Some rural libraries are mere formality and have not played their due role.The spiritual and cultural needs of farmers need to be met.Compared with other cities in Shandong Province,Binzhou has a slow economic development,a large rural population and a heavy task of rural public cultural services.At present,Binzhou Rural Library has covered all administrative villages,but the mismatch between the basic cultural demands and supply of rural residents still exists.In this context,this study,based on the perspective of empowerment theory,studies the optimization strategies for the development of Binzhou Rural Library.First of all,through the analysis of the theoretical framework of empowerment,this paper divides the construction process of the rural library in C hina into the period of individual empowerment(1912-1949),the period of organization empowerment(1950-2005)and the period of multi-agent empowerment promoting the development of the rural library(2005-present).Then,according to the literature analysis,field survey,questionnaire survey and personal interview,the current situation of the construction of Binzhou Rural Library Project and the empowerment of farmers are summarized,and problems are found in the four aspects of publicity,funds,targeted reading resources,management.Finally,based on the existing problems,it provides sustainable development strategies for the village committee and the government,which are two types of empowerment units,and is committed to stimulating the self-consciousness of farmers and promoting the development of rural libraries. |
