Research On The Performance Evaluation Index System Of Rural Public Sports Services Under The Guidance Of Rural Revitalizatio

The rural revitalization strategy is a major decision made by the Party and the State to address the "three rural issues",and the "five revitalizations" dovetail with all aspects of the modern development of agriculture,rural areas and farmers.With the contradiction between people’s need for a better life and unbalanced and insufficient development,cultural revitalization has become an effective way to alleviate the contradiction.As an important content of cultural revitalization,rural sports play an important role in enhancing rural civilization and promoting the comprehensive quality of farmers.Driven by the rural revitalization strategy,how effective is the development of rural sports,what is the level of development and what is the performance? To return to these questions,the performance evaluation index system is an essential tool.Therefore,this paper tries to build out a performance evaluation index system of rural public sports services with rural revitalization as the guide,and discusses how to apply this system.The research used the literature method,Delphi method and analytic hierarchy process to construct the performance evaluation index system of rural public sports service under the guidance of rural revitalization.First of all,literature review and collate existing research results,understand the content of national policies in the field of rural sports,and collect and collate evaluation indicators.Secondly,the Delphi method is used to conduct a questionnaire survey among 7 experts in the fields of public sports service and rural public sports service.The evaluation indicators are judged by experts’ knowledge,and corresponding suggestions and opinions are put forward.After three rounds of questionnaire survey,the expert coordination coefficient is 0.518,which is relatively high,indicating that the expert opinions have a good coordination degree and meet the requirement of stopping the consultation of opinions.After sorting out the results of three rounds of expert investigations,six first-level indicators are formed,including sports organizations,sports facilities,sports activities,sports events,sports guidance and sports culture.The performance evaluation index system of rural public sports service under the guidance of rural revitalization consists of 12 second-level indicators such as sports organization construction and grass-roots sports governance and 27 third-level indicators such as the number of rural grass-roots sports organizations.Then,the analytic hierarchy process and Yaahp software are used to process and analyze the pairwise comparison results of expert evaluation indexes,calculate the weight of each evaluation index and check the consistency of each evaluation index,and obtain the importance of each evaluation index in the evaluation index system.Among the first-level indicators,the weight of sports organization index is 0.1450,sports facilities index is 0.2294,sports activities index is 0.2434,sports events index is 0.0661,sports guidance index is 0.0688,and sports culture index is 0.2473.Then,in view of the performance evaluation of rural public sports service under the guidance of rural revitalization,the research sorted out the implementation of evaluation ideas,from the evaluation subject,evaluation objectives,evaluation content and other aspects of the evaluation.According to the research,the government is the main body of the performance evaluation of rural public sports service under the guidance of rural revitalization,and the objective of the evaluation is to promote the construction of service-oriented government and promote the government to fully perform its functions.Sports organizations,sports facilities,sports guidance,sports activities,sports events,sports culture as the evaluation content.In accordance with the phased development goals of the rural revitalization strategy,the development degree of rural public sports service is evaluated in different stages.By setting up a standardized performance evaluation process of rural public sports service,constructing an evaluation system involving multiple subjects,establishing an information platform of performance evaluation of rural public sports service,and establishing a performance evaluation supervision system of rural public sports service to provide organizational guarantee for the implementation of performance evaluation,so as to stimulate the development vitality of rural public sports service.It provides reference for the performance evaluation of rural public sports service.
