Practical Research On Improving The Service Capacity Of Rural Village Cadres Through Group Wor

The rural vitalization strategy put forward by the 19th National Congress takes the 20-character general requirement as the strategic goal of the development of rural undertakings.At the same time,it also puts forward new goals and requirements for the service ability of rural cadres.In the Party’s twenty big report also clearly put forward in the process of comprehensively promoting the rural revitalization strategy to strengthen the construction of rural talents,stimulate the vitality of talents,innovate the working mechanism of rural cadres.As the most grassroots workers in our country,rural cadres are the executor,organizer and promoter of rural reform,development and stability.With the continuous development and reform of rural undertakings,rural cadres,faced with increasingly complex work contents,have shown obvious deficiencies in capacity building in all aspects,which are mainly as follows:The lack of executive power,innovation ability,spirit of solidarity and cooperation,and the ability to solve the problems encountered in the process of village governance,so it is urgent to improve the service ability of village cadres,to achieve the sustainable development of rural autonomous organization team construction.Through the search and analysis of the literature related to village cadres,it is found that the research and analysis of village cadres mostly focus on the service status and existing problems of the village cadres,the research content is relatively broad,it is difficult to guide the village cadres to carry out specific practical work,on how to build the team of village cadres,how to enhance the service ability of village cadres and other specific implementation of the literature is less.From the perspective of social work,there are fewer practical researches using social work methods.Therefore,this paper discusses the service ability of rural cadres by using group work method and combining with the service practice process of rural cadres.This paper takes the cadres of Village A in Zhongmou County as the research object,analyzes the current situation and demand of the cadres’ service ability in this village through the method of interview and observation,based on the empowerment theory,and adopts the group work method in social work to improve the cadres’ service ability in village A.The group work development process is divided into two stages: the first stage is the design of the group work program,the specific implementation process includes clear group objectives,determine the group members,formulate the group work plan,may encounter difficulties and solution strategies;The second stage is the intervention process of group work.The specific implementation process includes the implementation process of six group activities,the evaluation of group process and the evaluation of group results.It is found that the intervention of group work method effectively improves the service ability of village cadres,has a good effect,and improves the thinking innovation,unity and cooperation,implementation and village governance ability of village cadres.There are also some points worth reflecting on in this paper,including the following aspects: First,the design of group activities is idealistic,which can not reach the expected effect;Second,the lack of professional skills and experience of group workers;The third is the absence of supervision function in the process of group activities.
