With the rapid development of China’s economy and society and the improvement of people’s living standards,pet dogs are slowly entering people’s lives and their number is growing.However,this has led to numerous uncivilized dog-keeping behaviors such as barking,disease transmission,open defecation,walking without a leash,dog bites,and stray dogs in urban communities,and the problems revealed by dog management are increasingly prominent.At present,China has not yet introduced complete laws and regulations on pet dogs in terms of laws,and many regulations on dog breeding are fragmented in various laws and regulations,and there are various local regulations,lacking guidance and constraints,and difficulties in system convergence,which leads to poor dog management and makes it difficult to solve the problem at root.Using social learning theory,social support theory and community governance theory as theoretical guides,this paper uses literature research,questionnaire survey and unstructured interview method to analyze the dog-keeping situation in this community,its problems and causes,and to grasp the residents’ needs for civilized dog-keeping and make corresponding suggestions by investigating and analyzing the dog-keeping situation in this community.On the basis of this,the group work method was used to intervene in terms of residents’ knowledge of dog-keeping policies,knowledge and ability to raise dogs scientifically,residents’ public awareness,and the dog-keeping environment to provide rich service activities for dog-keepers in Community D.At the same time,community activities were conducted outside the group activities to consolidate their service effects.In addition,we reflected on the service implementation and summarized the advantages of group work interventions and the shortcomings of the activities,such as the limited selection of group members,the single access method,and the difficulty of maintaining the sustainability of the interventions.Therefore,through increasing the visibility of social work and broadening the publicity channels of the activities,using an integrated approach to carry out services,integrating multiple resources,and establishing an integrated community dog management system,group work can be soundly involved in the issue of community dog raising,thus promoting the study of social work practice of civilized dog raising.In conclusion,the use of group work methods can not only improve the civilized dog-keeping behavior of urban dog-owning residents and enhance their sense of social responsibility,but also build a sustainable pet management service system,thus realizing the autonomy of dog-owning residents,which is important for building a civilized dog-keeping community environment and promoting community grassroots construction.
