The report of the 19 th Party Congress proposed the implementation of rural revitalization strategy, among which rural cultural revitalization is an important part of rural revitalization strategy and plays an active role in gathering spiritual power and providing development momentum. In rural cultural revitalization, the protection and development of local culture is very important, which requires us to carry out cultural conservation. Many places in China are actively carrying out cultural conservation activities, but most of them have the government playing the main role, lacking the participation of multiple subjects, especially the main position of rural villagers is missing. How social work can play its professional advantage to promote the participation of multiple subjects in cultural conservation, especially the participation of villagers, and stimulate the endogenous power of the community, thus promoting the revitalization of rural culture,is the topic this study hopes to explore.Taking participatory development theory as the analytical framework and the case study of participatory museum construction in Hunan D village as the research sample, this study adopts the case study method and collects relevant data by using literature, interview and participatory observation methods to study the process of social workers’ intervention in rural cultural conservation. The study explores how social workers bring their professional strengths into play to reflect the villagers’ subject position in cultural conservation, how to use professional methods to better promote villagers’ participation, and how to study the action strategies and intervention mechanisms of social work intervention in cultural conservation. The study found that the cultural conservation practice in Village D suffers from the lack of villagers’ subjectivity, the neglect and marginalization of local knowledge, and the lack of villagers’ participation.Social workers intervene through strategies such as respecting local knowledge and exploring cultural connotations, fostering self-help organizations and establishing self-reliance,and building group capacity and creating development momentum to promote villagers’ participation in cultural conservation and bring villagers’ subjectivity into play.Through the synergistic mechanism of assistance-self-reflection-communication,we promote the establishment of partnership between social workers, government and villagers, and promote equal consultation among multiple parties.Empowerment is carried out through three levels of knowledge-relationship-institution to promote the realization of villagers’ voice and decision-making power in cultural conservation and to cultivate villagers’ sense of community participation. Finally, the effect of increased villager community participation, sustainable development of village culture, and sharing of cultural development outcomes is achieved. The innovation of this study lies in the innovation of research perspective, which proposes the mechanism of social work intervention in cultural conservation from the theoretical perspective of participatory development, enriches the practical research, and provides some useful references for future social work intervention in cultural conservation.
