In the 2017 edition of the General High School Geography Curriculum Standards,the core literacy of geography is fully articulated,which also points the way to teaching geography in high school.The design and implementation of classroom teaching objectives play an important role in the smooth development of the classroom and the achievement of core literacy by students.In the past,teachers only focused on the design of teaching objectives and neglected the implementation of teaching objectives,while teaching-learning-assessment consistency can fully improve this problem.The realization of teaching-learning-assessment congruence takes reasonable and clear teaching objectives as the premise,and requires focusing on assessment activities in the teaching process,so that teachers’ teaching,students’ learning,and assessment activities all revolve around the objectives,and finally improve classroom teaching efficiency and implement subject core literacy.Therefore,it is necessary to research the design of teaching objectives from the perspective of teaching-learning-assessment consistency.Based on this,this paper systematically sorts out the relevant theories about teachinglearning-assessment congruence and teaching goal design through the literature method.Using a questionnaire survey,the current status of teaching objectives design and implementation of high school geography teachers is understood.Since the standardization of teaching objectives affects the degree of implementation of teaching objectives,this paper analyzes the current situation of teaching objectives formulation in detail using textual analysis.Finally,combining the results of the questionnaire and text analysis,the optimization strategies for the design and implementation of teaching objectives under the perspective of teaching-learning-assessment consistency are proposed.The main findings of this study are as follows.First,teachers’ ability to design and implement teaching objectives needs to be further improved.In terms of design,teachers attach great importance to teaching objectives conceptually,but have not put the conceptual importance into practice;teachers’ design of teaching objectives needs to be further standardized.In terms of implementation,teachers still do not pay enough attention to students’ understanding of teaching objectives,which makes it difficult for teaching objectives to give full play to the role of guidance;teachers do not pay enough attention to whether teaching objectives are achieved or not,and some teachers fail to design evaluation activities and evaluation criteria in advance according to the objectives,which may lead to inconsistency between objectives-evaluation.Secondly,according to the concept of teaching-learning-assessment consistency,this paper puts forward teaching goal design and implementation strategies to standardize teaching goal design,pay attention to classroom teaching goal implementation,and promote teaching goal implementation.The design strategies include: clarifying the basis of design,following the design principles,and expressing them reasonably in steps;the implementation strategies include: leading teaching with objectives,playing the role of teaching objectives to guide teaching;focusing on students’ understanding,playing the role of teaching objectives to guide learning;guiding evaluation with objectives,playing the role of teaching objectives to guide assessment.We optimize the classroom teaching objectives from both design and implementation,so as to play the proper role of teaching objectives,use teaching objectives to navigate the classroom,and finally realize the consistency of teaching-learning-assessment under the leadership of objectives.Finally,based on the teaching objective design and implementation strategy,the teaching objective design and instructional design are carried out for the section "Composition and Vertical Stratification of the Atmosphere".The learning objectives and assessment criteria are also designed on this basis,focusing on students’ understanding of the learning objectives,so that the teaching objectives can further play the role of guiding learning and assessment.In the instructional design,the assessment activities are based on the teaching objectives and run through the whole process of classroom teaching,thus promoting the organic integration of the teaching process and assessment.
