| “Without cybersecurity,there can be no national security”.Faced with the severity and complexity of maintaining cybersecurity missions in the new circumstances,especially the network harm behavior of Advanced Persistent Threat(APT)organizations,cybersecurity regulatory authorities urgently need to optimize information collection work,enhance the initiative of information acquisition,to achieve timely,complete,and accurate understanding of cybersecurity related mission information in the current stage,in order to provide a good information foundation for the implementation of cybersecurity related missions.Based on the research and learning of relevant situational theory and cybersecurity literature at home and abroad,this article starts from the perspective of situational theory.In the cybersecurity field,with mission situation as the core,cybersecurity regulatory departments as the main body,and cybersecurity missions as the research object,a cybersecurity mission situation model is established to develop optimization strategies for information collection of cybersecurity missions.Firstly,this article systematically organized and evaluated China’s cybersecurity policies and practical cases,and comprehensively collected the situational characteristics of cybersecurity missions;Secondly,the Delphi method method was used to carry out three rounds of expert questionnaires to screen indicators,establish a network security mission situation feature system that includes six first level indicators and 39 second level indicators,use the analytic hierarchy process to carry out weighting and combination of qualitative and quantitative analysis analysis,and build a network security mission situation model,which has become the core and foundation of developing optimization strategies;Once again,the fuzzy comprehensive evaluation method is used to qualitatively and quantitatively inspect and evaluate the operability,applicability,and feasibility of the network security mission situation model.Based on the evaluation results,the current situation of information collection for maintaining network security missions in China is analyzed,providing guidance for the development and optimization of strategies and proposing countermeasures and suggestions in the following text;Finally,based on the situation model of network security missions and the analysis of optimization strategies and development tools,a network security information collection optimization strategy is developed.Based on the comprehensive evaluation results,countermeasures and suggestions for further improving the optimization strategy are proposed.The optimization strategy for collecting network security information guides the network security supervision department to timely,accurately,and comprehensively collect mission scenario related information,identify risks,meet the information needs of producing highquality intelligence products,maintain China’s network security,promote the situationualization of some network security work,and make the network security supervision department a "strategic sentry" for maintaining national security. |
