In the 5G network,the high-density deployment of wireless access networks and the increase in network capacity will easily cause network congestion in hotspot areas,and the terrestrial network cannot guarantee the communication quality of users.With the densification of base station deployment,the coverage of base stations becomes smaller and irregular.When finding the location of a large number of users in idle mode in the network,the core network needs to send paging signaling messages to all base stations in the registration area where the users are located.A large amount of downlink signaling is generated,resulting in high network signaling overhead.At the same time,with the development of highaltitude platform communication technology,the air-ground interconnection network that provides users with a coordinated coverage area with the ground network has lower cost,lower delay,faster erection,and larger capacity than satellite networks.Such advantages play an important role in the enhancement of communication coverage in hotspot areas.This paper studies the tracking area list management and load balancing of users in idle mode for the cooperative coverage scenario of air-ground interconnection.On the basis of reducing network congestion and signaling cost,a user-centric TAL dynamic construction method and TAL member cell load are designed.Equalization method to improve the communication quality and service time of users.Aiming at the problem of high network signaling overhead and difficulty in guaranteeing service quality and time due to paging a large number of users in hotspot areas,this paper proposes a TAL dynamic construction method for air-ground interconnection network cooperative coverage.The local control node of the registration area,taking into account the cost of tracking area update and paging signaling,builds a TAL that follows the user’s movement.Furthermore,in view of the problem of unbalanced load of member cells in TAL caused by user movement in the air-ground interconnection network,a user-centric TAL member cell load balancing method is proposed for the cooperative overlay communication network in the air-ground interconnection network,and a multi-HAP cooperative overlay communication network is established.A model that offloads a user from an overloaded cell to a TAL member cell or HAP network built around that user.This paper builds an air-ground interconnection simulation environment based on NS3 and MATLAB.In the HAPs-ground network collaborative coverage scenario,by comparing with the experimental test of the heuristic algorithm and the user-centered idea,the TAL constructed by the proposed method can move dynamically by following the user,when the average speed of users changes,the signaling overhead is reduced by 21.4%;when the average paging speed of the system changes,the signaling overhead is reduced by 24.9%.At the same time,through two sets of benchmark experiments,it is verified that the proposed load balancing method can obtain the smallest RRUR standard deviation in terms of cell load distribution and improve the overall resource utilization rate.
