With the spread of the "five-community linkage" mechanism and the construction of street(township)social work stations,a large number of new social work stations(institutions)have sprung up,and social work stations have entered people’s field of vision as a new organizational form of social work services. In the relevant literature combing and field research, the author found that social work stations(institutions)enter the community in the form of government procurement services, face the project-based management of civil affairs departments, and complete the quantitative indicators in the project contract as their core task.During the service of the project, the community neighborhood committee transferred its "responsibility" to the social workstation, and the social workstation(institution)had to "pay" for it,but could not transfer its "responsibility" to the community neighborhood committee, resulting in unequal power between the two sides in the interaction. In this study, the author participated in and analyzed the interaction process between social workstations and community neighborhood committees as intern social workers, and found that:(1)social workstations(institutions)inevitably exchange resources with community neighborhood committees,in which there are important resources for social workstations to complete project indicators, and the resource dependence of social workstations on community neighborhood committees is formed;(2)Social workstations(institutions)and community neighborhood committees face the same external institutional environment-"administrative absorption",but the two face different degrees of absorption, because the size of power granted by "administrative absorption" and the position of the power structure are also different, and the resources exchanged by social workstations(institutions)are "rationalized" by "administrative absorption" brought about by different power sizes and different positions of power structures, and it is difficult to improve and make up for the resource dependence between the two through normal resource exchange;(3)As a separate stakeholder, the social workstation will respond rationally to this according to the "weight" of the project and the continuity of resource exchange.
