Common prosperity is the essential requirement of socialism,an distinctive feature of China’s modernization,and the common vision of people.The Fifth Plenary Session of the 19 th CPC Central Committee made strategic arrangements for promoting common prosperity.In June 2021,the Opinions of the CPC Central Committee and the State Council on Supporting Zhejiang’s High-quality Development and Construction of a Common Prosperity Demonstration Zone were released,making Zhejiang a pilot for the construction of a common prosperity demonstration zone.Education is an important part of common prosperity and plays a basic and leading role in the process of common prosperity.Higher education is the leader of the entire education system,an important combination of talent training,knowledge innovation and scientific and technological progress,and counts a lot in promoting common prosperity.However,at present,a systematic indicator system has not been formed for the measurement of the contribution of higher education to common prosperity,resulting in the lack of clear reference standards,monitoring indicators and effective "baton" for higher education.Therefore,it is necessary to systematically analyze the connotation and mechanism of higher education to promote common prosperity,integrate and optimize indicators,and build a scientific index system.The main feature of common prosperity is the "olive-shaped" social structure,with a high proportion of middle-income groups.According to the development law of the existing "olive-shaped" structure countries,scientific and technological innovation and the accumulation of human capital are the key reasons for promoting the expansion of middle-income groups,and spiritual and cultural prosperity is an important part of common prosperity and an effective way to expand middle-income groups.Higher education increases the proportion of middle-income groups based on scientific research,talent training and social service functions,thereby promoting common prosperity.Therefore,scientific and technological innovation,talent training and social services are taken as the three first-level dimensions.The study collects specific indicators based on policy analysis and case studies.Firstly,with the help of NVivo11 software,the higher education policies at the national level and Zhejiang provincial level since the 18 th National Congress are deconstructed,classified and analyzed through text analysis,and the ways of scientific and technological innovation,talent training and social services in higher education at the policy level are clarified,the relevant high-frequency words such as "conversion rate of scientific and technological achievements and invention patents","special plan for targeted enrollment in poor areas","decision-making consultation",etc.,are listed as main contents of the index.In order to conduct research based on Zhejiang,the case analysis method is used to collect and sort out the specific measures of Zhejiang’s universities in promoting common prosperity.Based on the comprehensive analysis of all cases,through labeling and classification of the information in the cases,it is found that the elements such as "temporary dispatch","farmer training" and "volunteer service" are reflected in all cases,which are common measures for Zhejiang’s universities in promoting common prosperity,and these elements are part of the indicators.The indicators of these two parts are integrated with indicators from literature review,then index system is preliminarily formed.The existing indicators are screened and optimized by Delphi method,and the indicators is determined after two rounds of expert consultation,composed of 3first-level indicators,9 second-level indicators and 47 third-level indicators.Then,the analytic hierarchy method and Yaahp software are used to determine the weight of the first and second level indicators,and the expert ranking method to determine the weight of the third level indicators,then a key indicator system is formed.In order to ensure the practical application of the index system,the measure unit of the index is unified,the calculation formula of the comprehensive contribution index of higher education to common prosperity is established,and the interval division method is used to divide the contribution into seven levels.This index system can not only be used to compare the development of higher education in Zhejiang Province and its contribution to common prosperity vertically,but also for horizontal comparison with other regions to compare the contribution of higher education to common prosperity. |
