The Party and the state have always adhered to the principle and policy of giving priority to the development of education,attached great importance to the important role of educational fairness in various work of universities,and always adhered to the principle of giving priority to the development of education.At the same time,they also attach great importance to the funding work of funded objects in universities and colleges.They have improved our country’s university funding policy system,and helped the funded objects achieve smooth graduation and transformation through funding policies.In December 2017,the Ministry of Education issued the "Implementation Outline of the Project for Improving the Quality of Ideological and Political Work in Colleges and Universities",which included funding for educating people in the top ten education systems,combined "helping the poor" with "helping the intelligent","helping the poor" with "supporting the will",and established a "four in one" development funding system of national funding,school awards,social donations,and student self-help,to build material assistance,moral infiltration,and ability development A long-term mechanism for funding and educating people through effective integration of spiritual incentives,realizing the organic integration of free and paid funding,explicit funding and implicit funding,forming a virtuous cycle of "solving difficulties,educating people,becoming talents,and giving back".Efforts are made to cultivate the good qualities of assisted students such as self-reliance,honesty,trustworthiness,gratitude,and the courage to assume responsibility,and to become socialist builders and successors with comprehensive development of morality,intelligence,physique,beauty,and labor.This study uses literature research,questionnaire survey,and interview methods to conduct a survey of the current situation of subsidized education in Zhejiang X College using the self compiled "Independent College Subsidy Education Effectiveness Questionnaire".Two teachers in charge of the Subsidy Management Center of the Department of Education and Industry of Zhejiang X College,six counselors in charge of subsidized work,and 24 students with financial difficulties identified as the target of the 2021 academic year were selected for semi structured interviews,covering four grades A questionnaire survey was conducted on a sample of subsidized students from six secondary colleges.The questionnaire and semi structured interview mainly focused on the satisfaction of funding and education work,the implementation of funding and education concepts,and the forms of funding and education cultural activities.A total of 810 questionnaires were collected.The number of valid copies filled in was 785,and the number of invalid copies filled in was 25.The effective rate of questionnaire recovery was 96.9%.Through the analysis of the questionnaire,we can understand the true thoughts of the recipients,analyze the current situation and existing problems of education funded by Zhejiang X University,and conduct a specific analysis of the existing problems based on the interview content.Based on the data obtained through questionnaires and interviews,a comprehensive analysis has found that there are problems with independent colleges’ funding for education,such as a single form of material assistance,a lack of self-employment ability,insufficient moral infiltration,insufficient spiritual incentives,and a weak education team.In response to the current problems,the author proposes optimization methods for independent colleges’ funding for education from five aspects: first,strengthening the "four in one" funding system,Strengthen material assistance;The second is to create a platform for improving employment skills,from focusing on the ability development of the recipients to forming intelligent education;Third,enrich the cultural content of funding education and create a good education atmosphere;Fourth,pay attention to mental health and give full play to the role of supporting and encouraging psychological education;The fifth is to promote the construction of funded education teams and scientific and accurate education,hoping to provide some reference for independent colleges in funding education,help recipients enjoy more care and support from the country and schools,grow and become talented,and have equal opportunities to achieve personal achievements and dreams like other students.
