Research On The Role Of Social Work Involvement In Owner Self-government

With the modernization of national governance system and governance capacity and the continuous advancement of grassroots social governance refinement,the community has become the most basic governance unit.As one of the important forms of community governance,owner self-government has also become an important issue.Social work itself has a natural connection with social governance at the grassroots level,and it has appeared in the government work report many times since 2015.In view of this,this paper takes the proprietors’ autonomous management of LX community in Guiyang City as an example,uses interview,observation and other methods to conduct in-depth field data collection.From the perspective of enhancing energy,through studying the whole process of social work promoting the establishment of the proprietors’ committee of LX Community and accompanying its operation,it analyzes the roles and effects of social workers at various stages.Further explore the way that social work intervenes in community governance.It is found that the self-management of the community owners is not easy,and various obstacles need to be resolved from the establishment to the operation and development of the LX community owners committee.Social workers play the roles of educator,enabler,planner,chaperone and advisor respectively in the process of the intervention of owners’ autonomy,and their roles change constantly in different stages of intervention.At the beginning of the intervention,the members of the owners’ committee did not have a deep understanding of the owners’ autonomy,nor did they understand the logic of action in related fields.Social workers took the initiative to suggest and act,which had a great influence on the owners’ representatives and had a strong power to guide and promote the owners’ autonomy management in the community.In the process of operation and growth,the owners’ committee gradually understands and is familiar with the relevant laws and regulations and the process of owners’ autonomy,and establishes the operation mechanism.Social workers choose to step back in time,that is,they no longer excessively influence and interfere with the decision-making and organizational operation of the community,and the owners’ committee has gained more power space.In the whole process,the power relationship between social workers and the community owners’ committee is constantly changing,which is a process of loss and loss.It is also a process of social workers strengthening and empowering the owners’ committee through group work.Under the new situation,facing the new diversified needs of the owners of the community,the owners’ committee of the community tries to improve the quality and efficiency of the owners’ self-governance by standardizing their own operation,enriching the service content and strengthening the cooperation with the outside world.The relevant work of the community owners committee should not only stay at the basic level of property management,but also need to change the working concept and position,establish and optimize the relevant system and mechanism,realize the transformation from "management" to "governance",and commit to building a community of mutual care,support,mutual help and friendship.
