| Under the guidance of party committees at all levels,the township(street)social workstation is a policy setting made by the continuous development of grassroots governance innovation,which is promoted and supported from top to bottom by provinces,civil affairs departments,neighborhoods and communities,and has become an important platform for the transfer of various resources to the grassroots level,which is of great significance to the modernization of grassroots governance and the professionalization and localization of China’s social work.In October 2020,Civil Affairs emphasized at the meeting to promote the construction of township(street)social work talent teams,emphasizing that we should strive to achieve full coverage of township(street)social work stations by 2025,so that social work stations will be gradually promoted nationwide.In the context of national implementation,for areas with relatively weak social work development,the ideal resource dependence relationship is related to the long-term and high-quality development of social work stations,so it is of great significance to explore the resource dependence between social work stations and the external environment from the perspective of resource dependence.This paper mainly defines the civil affairs authorities,grassroots governments(streets),social work organizations,and communities as the main external environments for interaction with social work stations,and uses data collection methods such as participatory observation and semi-structured interviews to conduct a case study on social work stations in A streets.It is found that social work stations have formed an asymmetric resource dependence on the government,communities and social work institutions in terms of funds,credibility,manpower,policies,media and other resources,and the necessary resources for their survival and development,that is,financial resources,human resources,technical resources,etc.,are overly dependent on the government,communities and social work institutions,while the dependence of the government,the community and social work institutions on social work stations exists at a higher level of dependence rather than basic dependence,which leads to the lack of independence of social work stations in service development and design,and the pressure of stationed social work is greater.Insufficient funding,limited professional advantages,etc.In this regard,social work stations should change their resource dependence structure and improve the asymmetric resource dependence relationship.In view of this,this study proposes corresponding strategies for social work stations,that is,to explore the parallel mode of direct employment and outsourcing according to the actual situation.Integrate resources and achieve multi-party collaboration;Clarify their own positioning and give full play to their professional advantages;Enhance exchanges and cooperation with other social work stations;Broaden financing channels,ensure long-term development,etc.,and finally advocate the further improvement of policies at the policy level,and the reasonable resource dependence structure benefits from policy support,so to improve the dilemma of the survival and development of social work stations,it is necessary to continuously improve at the macro level,so as to promote the high-quality development of social work stations,and then promote the improvement of grassroots social governance systems and the modernization of governance capabilities. |
