Research On Text Evaluation Of Xuzhou "Thirteenth Five-Year" Sports Industry Development Plan

The policy of "the 13 th Five-Year Plan" for the development of sports industry in Xuzhou is a powerful help to promote the development of regional sports industry.Its promulgation,implementation,adjustment and evaluation have far-reaching influence on sports industry.During the 13 th Five-Year Plan period,Xuzhou City took the 13 th Five-Year Plan Sports Industry Development Plan as its leader and formulated a series of measures to promote the development of sports industry,as a public policy for local governments to promote the development of sports industry,and whether the design of policy objectives is reasonable? Is the measures adequate? These all need to be considered,so it is important to evaluate policy programming.Based on this,this paper carefully combs the domestic and foreign literature on public policy evaluation and sports industry policy evaluation,summarizes the concept of sports industry development planning,and analyzes the process,advantages,characteristics and applicability of S-CAD methods in the field of sports industry policy evaluation.Accordingly,this article chooses S-CAD policy appraisal method as this article appraisal tool,carries on the appraisal to Xuzhou 13 th Five-Year Sports Industry Development Plan,from the policy-maker and other policy stakeholders’ viewpoint separately,comprehensively analyzes the policy element relation.The paper mainly uses the expert scoring method to obtain the policy link score,according to the score result to evaluate the policy logic effect,the economic efficiency,the policy identity degree and the execution degree,through the appraisal result explores the influence policy result to appear the deviation reason,puts forward the optimization suggestion.It is found that the effect of policy text preparation needs to be strengthened,policy efficiency needs to be improved,and the degree of policy support and recognition can be further improved.Therefore,it is suggested that we should consolidate the mass base of sports industry,vigorously develop fitness and leisure industry,establish and perfect reward mechanism,and stimulate social investment enthusiasm,It is hoped that it can provide some theoretical reference for the government to formulate the 14 th Five-Year Sports Industry Development Plan and provide new research ideas for the evaluation of sports industry policy.
