| Ideas guide actions,innovation drives development.With the increasingly complex and severe international environment,by 2025,completing the phased goals and tasks of building a strong intellectual property country requires further strengthening intellectual property protection,accelerating the transfer and transformation of intellectual property achievements,and injecting vitality into the market economy.As a regional information and documentation center,under the favorable policy conditions provided by the government,university libraries need to seize the development opportunities,further deepen the content of intellectual property information services(hereinafter referred to as:intellectual property services),and effectively improve the quality of intellectual property services.However,the intellectual property service in colleges and universities in our country is in the initial stage of development.With the continuous implementation of the concept of knowledge economy,the demand for intellectual property information services by various innovative entities continues to increase.It is urgent to explore the improvement path of intellectual property services in colleges and universities.Through the investigation of the specific situation of the three batches of 80 national intellectual property centers developed by the Ministry of Education so far,the problems are analyzed and summarized,and corresponding implementation suggestions are put forward.First of all,after understanding the relevant policy background of the intellectual property information service work carried out by university libraries,this paper sorts out the research results of domestic and foreign scholars on intellectual property information services in universities;The 595 college teachers from the Industrial Center)conducted comprehensive email interviews,and recovered 42 valid interview responses,which concluded that the library’s patent database resources are limited,intellectual property achievements are difficult to apply and transfer and transform,and school-level functions The department is unable to fully meet the needs of intellectual property information services and other issues.It is hoped that colleges and universities can build a one-stop and efficient service intellectual property information service platform,and put forward expectations for the library to carry out related services.Secondly,taking the three batches of national intellectual property information service centers in universities as the research objects,carrying out specific research and analysis from six aspects: regional distribution,human resources,platform construction,service content,patent resources and cooperation models,it is found that our country’s university libraries are currently under construction.In the process of the intellectual property information service center,there are six problems: uneven regional development,urgent need to improve the platform construction,insufficient human resources,insufficient service depth,insufficient patent resources and cooperation mode.Finally,the corresponding optimization strategies are put forward in view of the above problems,in order to enrich the theoretical research in the field of intellectual property information services,and provide a reference for further improving the construction of intellectual property information services in Chinese universities,so as to better promote the development of intellectual property information services in Chinese university libraries to make service transform and upgrade. |
