| Inclusive development is a sustainable development theory that pursues fairness and justice.Its spirit core of co-construction,sharing and co-governance not only fits with the autonomous property of urban communities,but also matches with the public characteristics of sports public services.At present,the national fitness strategy of Fuzhou city has entered the deep water zone,and while the total amount of urban sports infrastructure has been improved,problems such as lack of professional talents,inefficient management and shortage of funds have appeared.It is necessary and urgent to explore a new path of inclusive development for improving the quality of public sports services in urban communities of Fuzhou city.In this paper,integrated application of documentary,questionnaire investigation,interview method and analysis method of SWOT and AHP,in Fuzhou city center,for example,in Fuzhou city community sports public services inclusive development present situation,analyzes the internal and external environment for the development of the present stage for inclusive,on the basis of combining AHP analytic hierarchy process(AHP),The weight calculation of internal and external environmental factors,the establishment of Fuzhou sports public service inclusive development strategy four-sided map,determine the optimal development strategy,in order to provide some beneficial reference for the high-quality development of Fuzhou sports public service.The results are as follows:1.The development advantages are as follows: rich sports culture resources,increasingly sound regional national fitness mechanism,gradually sinking sports infrastructure and organization network;2.Disadvantages of development include: insufficient tolerance and sharing of achievements,weak awareness of community residents’ sports rights and obligations,low soft power of community sports public service,lack of protection of community sports by relevant laws and regulations;3.Development opportunities include: support from the top level of the country,the realistic demand of national fitness,and the urgent demand of urbanization;4.The development challenges are as follows: the "failure" of the self-governance system of urban community residents,the characteristics of loose and alienated urban communities,and the unbalanced development of sports infrastructure between urban regions;5.Through further analysis,it is concluded that WO strategy is suitable for this internal and external environment to seize external development opportunities and reverse internal development disadvantages.That is to grasp the national top-level support,the realistic demand of national fitness and the urgent demand of urbanization process,break the shackles of the lack of inclusion and sharing of achievements,community residents’ weak awareness of sports rights and obligations,the low soft power of community sports public service and the absence of community sports laws and regulations.On this basis,the author puts forward the development idea of "promoting construction through competition".Starting from this development strategy,the author puts forward the following suggestions: 1.Relying on mass sports construction,promote the legislative process of urban community sports;2.Consolidate the dominant position of community development and promote community autonomy from behind the scenes to the front;3.Guide multi-party participation to promote the realization of the pattern of joint construction by the whole people;4.Make use of big data information to promote the exploration of smart governance model of community sports. |
