The concept of "no excuses" was put forward by American scholar Samuel Kaiser Carter,who believed that "no excuses" in education meant no excuses for students’ academic failure,and advocated a shift from an "excuse culture" to an "achievement culture",in which children from all races and family economic backgrounds were able to achieve high academic standards.Later,Later,the term "no excuses" was used to describe a group of urban charter schools that followed a similar management model.In recent years,"No Excuses" charter schools have been a hot topic in the United States.The "No Excuses" charter school aims to close the racial achievement gap and improve the quality of public school education.To achieve the educational goal of "college for all","No Excuses" charter schools have built a management model that combines high academic expectations with high behavioral expectations,and has developed in the United States so far by virtue of students’ excellent performance.There are great similarities between this kind of school and primary and secondary schools in China in terms of management model.Through analyzing the successful practice of "No Excuses" charter schools,especially the structured teaching management,professional teacher management and quasi-militarized student management of these schools,it has important reference value for the reform and development of primary and secondary schools in China.The study of "No Excuses" charter schools management model in the United States is divided into five parts.The first part,introduction,expounds the reason of topic selection,research significance,research methods and research ideas.The second part analyzes the background of the emergence of "No Excuses" charter schools from the perspectives of ethnic culture,economic politics and educational reform,and combs the historical evolution of "No Excuses" charter schools,from the independent charter schools in the initial stage of exploration in the 1990 s to the direction of collectivization in the 21 st century.Since the beginning of the 21 st century,"No Excuses" charter schools have flourished under the Obama administration’s education policies and funding.The third part analyzes the management mode of "No Excuse" charter schools from five aspects:school management objectives,management organization,teaching management system,teacher management system and student management system.The fourth part,based on the general analysis of the management mode of "No Excuses" charter schools in the United States,combined with the specific practice of Success Academy Charter Schools,further explores the general management mode of "No Excuses" charter school from four aspects of teaching management,curriculum management,teacher management and student management.The fifth part analyzes the differences between Chinese and American educational background,based on China’s national conditions,to provide meaningful reference and inspiration for the development and reform of primary and secondary schools in China. |
