Virtual charter school is one of the most popular forms of public online school in the United States in terms of basic education reform nowadays.In addition to complementing and expanding the existing curriculum of traditional physical schools,virtual charter schools offer additional educational opportunities for students and provide a certain extent of market competition to stimulate public schools in the United States to improve their education quality.As one of the virtual charter schools in the United States,the Virtual Learning Academic Charter Schools in New Hampshire has established a successful model for online education in the United States.The Virtual Learning Academic Charter Schools is a state virtual charter school authorized by the State Board of Education and offers a customized and highly flexible online education to tens of thousands of students in New Hampshire.Hence,this research deeply analyzes the construction practice of the Virtual Learning Academic Charter Schools and summarizes its successful construction experience,which has significant inspirations and implications for the development of online education in primary and middle schools in China.Firstly,after a brief review of the construction background of the Virtual Learning Academic Charter Schools,this research focuses on the construction practice of the school.This research examines the construction practice of the Virtual Learning Academic Charter Schools from five aspects: school requirements,enrollment model,funding model,instructional operations,and evaluation of educational quality.With its strict requirements,open and diverse enrollment model,multiple funding models,marketoriented teaching and operation system and the quality of education evaluation by government,market and society,the Virtual Learning Academic Charter Schools operates in an organized manner Undertake construction and achieve great success.Furthermore,the study summarizes the construction experience of the Virtual Learning Academic Charter Schools.It is found that the experience of the Virtual Learning Academic Charter Schools is characterized by comprehensive monitoring of the school’s operation,strong instructional support for active student learning,personalized teaching models to satisfy the learning needs of different types of students,and quality assessment to promote a balance between internal academic assessment and external monitoring of educational quality.Therefore,these are the key for the success of the Virtual Learning Academic Charter Schools.Lastly,this study investigates the advantages of the advantages and current problems of online education development in China’s public primary and secondary schools.With regard to the problems in the development of online education in public primary and middle schools in China,by drawing on the successful experience of the construction of the Virtual Learning Academic Charter Schools in the United States,a number of insights are put forward for the development of online education in public primary and middle schools in China: establish and improve online education access standards and build a coordinated monitoring mechanism for multiple departments;define the qualification requirements for online teachers,add quality assessments and strengthen professional development;create a national online education database to optimize online course resources;transform the single teaching model and promote the implementation of personalized teaching;formulate quality evaluation standards for online education,reinforce dynamic monitoring and assessment,and emphasize parallel internal and external assessment.
