Since the founding of New China,the state has always attached great importance to the construction of social service guarantee system.In just two decades,China’s social work has made great progress,and under the impetus of governmental function reform and service purchase mechanism,the number and scale of social work agencies have been greatly improved,showing a thriving trend and becoming an important force to participate in social governance and jointly promote social construction.In the current context of insufficient and unbalanced development,the organizational development dilemma of small social work agencies,which occupy most of the territory,has become increasingly prominent,which in turn affects the development environment of the whole industry.Previous scholars have invested a lot of energy in research and achieved fruitful results,but most of the previous studies have focused on the common problems of the whole industry from the macro level,while relatively few studies have been conducted on small social work organizations,and even fewer studies have been conducted on their development dilemmas in the context of government purchased services.Based on the new institutionalism theory,this paper takes small social work agency H as the research object,collects information about agency H based on the analysis of relevant literature,participation in project practice and semi-structured interviews,and analyzes the current situation of agency H from four dimensions.In order to achieve the goal of survival,the agency has gradually become a labor company.In order to achieve the goal of survival,the agency has gradually become a "labor company",and there is a separation between the employment and use of employees in the agency,with high staff turnover and insufficient cohesion,and the professionalism of social work services in the agency is limited.On this basis,the feasibility of development is proposed from the perspective of external environment and internal professional construction of the agency.The external environment includes strengthening the substantial recognition of social work agencies by the government;providing reasonable support and clarifying the division of responsibilities;regulating the development of the industry and promoting healthy competition;attaching importance to the output of professional talents and improving social recognition.The internal environment includes improving management system and management capacity;exploring diversified development and broadening linkage channels;clear positioning of the organization and creating brand projects;improving incentive mechanism and enhancing staff bonding;strengthening professional capacity and improving service effectiveness.
